An example of acceptable qualifications for this position: Possession of a Bachelor’s degree from an accredited college or university in social work, public administration, human services, community development, nonprofit management, communications, or a related field; three (3) or more years of related experience in resident services, community engagement, social services, public or assisted housing, program coordination, or a related field; supervisory, lead worker, or project management experience preferred; or any combination of education, experience, and/or training which provides the required knowledge, skills, and abilities.

Valid driver's license and must maintain insurability according to the Housing Authority's insurance policy. Additional certifications may be required or preferred depending on program, grant, or funding requirements.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

Employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); this is considered sedentary work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

25%Resident Council Administration, Compliance, and Community Engagement Program Support Coordinates and oversees Resident Council operations, including council support, leadership development, elections, governance documentation, stipend or budget-related documentation where applicable, Jurisdiction-Wide Resident Council communication, and compliance with applicable HUD and CMHA requirements. Develops, interprets, and implements related policies, standard operating procedures, work plans, and internal tracking systems. Supports community engagement programs, service activities, and engagement strategies across assigned communities.

20%Staff Supervision and Leadership. Supervises two Community Engagement Specialists assigned to geographic regions. Interviews candidates and recommends hiring decisions; assigns work; provides training, coaching, and technical assistance; conducts performance evaluations; supports professional development; monitors work quality and productivity; and recommends corrective or disciplinary action when appropriate. Ensures Specialists maintain consistent presence and communication in assigned communities.

15%Events, Volunteer Activities, and Community Programming. Coordinates and supports community- specific resource fairs, community programs, employee volunteer activities, and department-wide or signature events, including events such as the Harmony Ball. Provides planning support, assists with logistics, coordinates internal and external participants, monitors event documentation, and ensures engagement opportunities are responsive to community needs.

15%Property Manager, Partner, and Resident Leader Coordination. Builds and maintains effective relationships with CMHA property managers, resident leaders, Resident Councils, service providers, partner organizations, vendors, and internal departments. Monitors issues identified by Specialists in assigned regions, supports problem solving and service coordination, and ensures information from resident meetings and community activities is communicated to appropriate CMHA staff.

10%Program Operations, Budget, Grant, and Contract Support. Assists the Community Engagement Manager with program operations, budget monitoring, grant and contract documentation, purchasing, invoice review, deliverable tracking, and administrative processes related to community engagement programs, Resident Council activities, resource fairs, volunteer activities, and community-based services.

10%Data Collection, Reporting, Evaluation, and Best Practices. Collects and reviews data related to resident participation, Resident Council activities, service connections, event attendance, partner activity, volunteer participation, and community needs. Prepares reports and summaries for the Community Engagement Manager; evaluates program effectiveness; tracks outcomes and operational indicators; and researches best practices to improve engagement and service delivery.

OTHER DUTIES AND RESPONSIBILITIES:

5% Performs other related duties as assigned.

MINIMUM ACCEPTABLE CHARACTERISTICS: (*indicates developed after employment)

Knowledge of: resident services, community resources, public or assisted housing programs, and applicable CMHA policies and procedures *. Program administration, documentation, data collection, reporting, customer service, and basic performance measurement practices. Federal, state, and local laws and regulations applicable to public housing authorities and assigned program areas. Office practices and procedures; records management; confidentiality requirements; safety practices; and modern business communication practices. Supervisory principles and practices, including interviewing, training, assigning work, evaluating performance, recommending hiring decisions, and recommending corrective or disciplinary action.

Skill in: customer service; listening; organization; planning; time management; written and verbal communication; meeting facilitation; and conflict resolution. Computer operation and use of modern office equipment and software, including Microsoft Office, SharePoint, and other applicable program or reporting systems. Information gathering, documentation, database entry, report preparation, and coordination with internal and external stakeholders. Coaching, mentoring, assigning work, monitoring results, providing feedback, supporting staff development, and documenting performance concerns.

Ability to: interpret and apply written policies, procedures, regulations, and program requirements to specific situations. Define problems, collect data, establish facts, draw valid conclusions, and exercise appropriate judgment and discretion. Prepare correspondence, reports, outreach materials, meeting notes, resident communications, and other program documentation. Build and maintain effective working relationships with residents, CMHA staff, property managers, service providers, funders, vendors, and community stakeholders. Maintain accurate records, protect confidential information, manage multiple priorities, and meet deadlines.
