Full Job Description

Office Manager

General Nature of Work

This position is responsible for providing management over various administrative and secretarial support services to departments and serving as direct support to the Board of Township Trustees, Township Administrator, and the Fiscal Officer. This position operates under the supervision of the Township Trustees, Township Administrator and Fiscal Officer and performs and oversees diverse administrative, secretarial, and support activities. This position is also responsible for the administrative, clerical, and accounting tasks of the Township Fiscal Office performed under the supervision of the Fiscal Officer. This position operates independently in preparing correspondence, giving information, receiving complaints, scheduling appointments, and handling office management functions while serving as a liaison to Township Departments. Work requires the exercise of initiative, independent judgment, and advanced secretarial skills to handle a wide range of work situations, often involving highly sensitive and confidential information.

Job Location and Equipment

The job site is the main Township Hall building, located at 9777 Industrial Parkway, Plain City, Ohio 43064. Equipment used includes: a personal computer, copier, telephone, and general office equipment.

General Office Essential Functions and Duties

· Serve as the point of contact for department heads for administrative needs and concerns.

· Demonstrate experience with administration and record-keeping.

· Supervise the office Administrative Assistant.

· Possess strong relationship management skills and an inclusive, upbeat, and collaborative style.

· Showcase an ability to work autonomously, focusing on continuous improvement and proactive communication.

· Possess the aptitude, resourcefulness, and drive to acquire a working knowledge of new programs and systems as required with solid Microsoft Office skills (Word, Excel, Outlook).

· Have a solutions-focused and professional approach to promptly managing and resolving complaints and concerns.

· Answer incoming telephone calls, direct them to the appropriate personnel, and sort and distribute mail.

· Prepare meeting notices and prepare and distribute meeting items.

· Distribute draft meeting minutes.

· Oversee the maintenance of the Township calendar.

· Oversee the execution of various clerical duties, such as filing and typing, and the preparation of various reports.

· Oversee the implementation of filing office correspondence, record-keeping, and personnel files and record retention of those items.

· Assist the Township Administrator as directed in various administrative duties.

· Oversee building rental activities.

· Oversee scheduling for the baseball field use.

· Assist the Cemetery Sexton with burials and foundations.

· Assist the Road Department with administrative functions such as building maintenance.

· Assist the Fire Department with administrative functions.

· Assist the Zoning Department with administrative functions.

· Respond to concerns/questions from the public.

· Monitor, suggest revisions and updates to the website and social media sites.

· Perform related duties as directed.

Fiscal Office Essential Functions and Duties

· Answer incoming telephone calls for the Fiscal Office and direct them to the Fiscal Officer.

· Sort and distribute mail for the Fiscal Office.

· Assist in the performance of various clerical duties, such as filing and typing, and the preparation of various reports.

· Assist in filing office correspondence and record-keeping.

· Assist the Fiscal Officer with collecting, recording, and depositing of fees submitted to the Township (i.e. zoning fees, cemetery fees, etc.).

· Assist the Fiscal Officer with various accounts payable functions such as collecting purchase requests, collecting and coding of invoices, matching invoices to approved purchase orders, and generating warrants as approved by the Fiscal Officer.

· Assist the Fiscal Officer with various payroll functions such as collecting timesheets, time off approvals, and requests from employees for changes, distributing pay advices and paid time off worksheets, etc.

· Assist the Fiscal Officer as directed in the performance of various administrative duties such as ordering office and other supplies.

· Assist the Fiscal Officer in preparing and maintaining various cemetery records.

· Assist the Fiscal Officer with fulfilling public records requests and maintaining the public records request log.

· Assist the Fiscal Officer in preparing for Trustee meetings.

· Distribute draft meeting minutes as prepared by the Fiscal Officer.

· Respond to concerns and questions from the public or redirect them to the appropriate person for response.

· Perform related duties as directed by the Fiscal Officer.

Desirable Knowledge, Skills, and Abilities

· Ability to establish and maintain an effective working relationship with Township officials, supervisory personnel, fellow employees, other Township employees, and the public.

· Ability to maintain records efficiently and accurately, communicate effectively both orally and in writing, and prepare reports in a neat, concise, and accurate manner.

· Ability to operate standard office equipment such as a personal computer, copier, fax, machine, telephone, and general office equipment.

· Ability to understand and follow oral and written instructions.

· Ability to work under the supervision of the Fiscal Officer.

Qualifications

· An Associate Degree in Administrative Management or a minimum of two (2) years of experience as an administrative assistant, office manager or supervisor or the equivalent, supplemented by experience in general clerical or receptionist work, or any combination of training and experience which provides the desired knowledge, skills, and abilities.

· Possess or ability to obtain a notary license within one year of appointment.

· Ability to operate standard office equipment such as a personal computer, copier, fax, machine, telephone, and general office equipment.

· Maintain a valid driver’s license and remain insurable.

· Ability to be bonded.

· Must be able to sit and utilize a computer; routinely carry supplies and files, be able to remain focused on a standard computer monitor for extended periods; be able to endure significant levels of stress brought on by an office environment with deadlines, multi-tasking, and be able to hear the telephone and talk on the phone at an average conversational level.
