Full Job Description

The Quality, HSE Manager will play a pivotal role in the management, development and growth of the business providing assurance that HighCom Armor is meeting legislated and contractual Risk, Defense Security, Quality, Health, Safety and Environment, and industry capability obligations relevant to the Country of operation (Berry Amendment compliant).

The Quality, HSE Manager reports directly to the HighCom Armor President, supported by the HighCom Armor SVP Operations and the Head of Corporate Services. The candidate must be able to work independently, and with colleagues, across multiple teams within the organization including production, compliance, logistics, sales and marketing and corporate functions to champion and drive the business forward in accordance with the HighCom Armor Strategic Plan and requirements of contracts and programs.

Key Responsibilities

The HighCom Armor Quality, HSE Manager is responsible for ensuring that the organization’s management system is defined, implemented, audited, and monitored to ensure that HighCom complies with the customers’ quality requirements as well as the requirements of ISO 9001, BA 9000, ISO 14001 and OHSA.

1. Quality Management Systems

· Overseeing the implementation, management, and recertification of HighCom Armor’s Quality Management System (QMS), ensuring contractual compliance to relevant programs, regulations, and standards (ISO 9001, BA 9000) including:

o reviewing and updating system documentation to ensure it is “fit-for-purpose” and current.

o liaising with group HQ to integrate policies and procedures where possible.

o liaising with the HighCom Armor Logistics Manager to ensure the Supplier Management process is compliant.

o conducting internal audits, reviews, and inspections.

o monitoring, analyzing and reporting performance metrics.

o developing corrective actions, solutions, and improvements.

o facilitating external audits (external audit management representative).

2. Health, Safety and Environmental Management Systems

· Overseeing the implementation and management of HighCom Armor’s Health, Safety and Environmental Management System (HSE Management System) ensuring compliance to relevant regulations, legislation, and standards (OSHA and ISO 14001) including:

o reviewing and updating system documentation to ensure it is “fit-for-purpose” and current.

o liaising with group HQ to integrate policies and procedures where possible.

o conducting internal audits, reviews, and inspections.

o facilitating external audits (external audit management representative).

o monitoring, analyzing and reporting performance metrics.

o developing corrective actions, solutions, and improvements.

o conducting safety committee meetings.

o implementing a routine program of hazard audits (by area).

3. Risk Management

· Assisting the Head of Corporate Services with implementation and management of the HighCom Limited Risk Management Plan and associated registers including:

o facilitating monthly risk meetings.

o updating the Group Risk Register.

4. Emergency Management and Business Continuity

· Assisting with implementation and management of Emergency Management, Business Continuity and Disaster Recovery plans for the Columbus site including:

o facilitating the Emergency Evacuation drills/tests.

o developing corrective actions, solutions, and improvements.

5. Team Leadership and Development

· Foster collaboration across departments ensuring alignment between customer support, sales, production, and distribution teams.

· Provide clear direction and guidance to the quality technicians to ensure responsibilities are met and performance is optimized.

6. Reporting and Communication

· Ensure reporting is accurate, complete, and timely.

· Maintain effective communication across departments to support divisions and customers.

· Communicate regularly with Group HQ to ensure the business management system is aligned.

7. Qualifications

· Lead Auditor Integrated Management Systems preferred.

· Internal Auditor ISO 9001 Quality and ISO 14001 Environmental.

· Minimum of 5 years’ experience in quality within the body armor, defense, or related industry.

· Knowledge of ISO 9001 Quality Management, ISO 45001/OHSA (Occupational Health and Safety) and ISO 14001 Environmental Management Standards.

· Excellent leadership, communication, and problem-solving skills.

· Proficient with modern business IT systems, including Microsoft Office Suite of programs and SharePoint systems. (Excel, Word, PowerPoint, etc.).

8. Citizenship and Security and Nationality

9. Must be authorized to work in the United States and have the ability to obtain and maintain a security clearance if required.
