POSITION: CalAIM PROGRAM MANAGER

REPORTS TO: CALAIM PROGRAM DIRECTOR

PAY RANGE: $72,238.00 - $ 78,187.00

GENERAL POSITION SUMMARY:

The CalAIM Program Manager provides leadership, operational oversight, and strategic direction for E Center's Enhanced Care Management and Community Supports programs. This position is responsible for supervising program staff, ensuring compliance with CalAIM and Medi-Cal requirements, monitoring program performance, managing quality improvement initiatives, and fostering strong community partnerships. The Program Manager works collaboratively with agency leadership to advance organizational goals, improve health outcomes, and ensure the delivery of high quality, person centered services across E Center's service region.

ESSENTIAL JOB RESPONSIBILITIES:

Directly supervise, mentor, coach, and evaluate case management staff, ensuring accountability, professional growth, and adherence to program standards.
Facilitate ongoing problem‑solving, case consultations, team huddles, and workflow management to ensure program efficiency and staff support.
Collaborate with Program Director to implement the CalAIM initiative, ensuring alignment with state guidelines and organizational goals.
Work with leadership to develop and implement strategic plans to meet program objectives, enhance service delivery, and improve health outcomes for Medi-Cal beneficiaries.
Develop and maintain relationships with healthcare providers, managed care plans, hospitals, community-based organizations, and county agencies to strengthen referral pathways and improve client access to services.
Collaborate with internal teams, community partners, healthcare providers, and government agencies to coordinate program activities and foster effective partnerships.
Ensure compliance with all regulatory requirements and prepare comprehensive reports for state agencies and organizational leadership.
Monitor program budget, allocate resources efficiently, and monitor financial performance to ensure fiscal responsibility.
Utilize data-driven approaches to evaluate program performance, identify areas for improvement, and implement evidence-based solutions.
Lead in developing and executing outreach strategies to educate the community about CalAIM services and benefits, enhancing program visibility and engagement.
Advocate for policy changes and innovations that support the goals of CalAIM and address the needs of vulnerable populations.
Collaborate with leadership to address and resolve any program-related issues or crises promptly and effectively, ensuring minimal disruption to services.
Conduct employee performance evaluations, corrective action plans, coaching sessions, and professional development activities consistent with agency policies.
Monitor quality assurance measures, client documentation, care plans, and service delivery to ensure compliance with DHCS, Partnership HealthPlan, and organizational standards.
Participate in hiring, onboarding, training, and retention efforts to build and maintain a high-performing workforce.

SECONDARY FUNCTIONS:

Develop and maintain strong relationships with stakeholders, including community organizations, healthcare providers, and government agencies to support program initiatives.
Coordinate outreach efforts to educate and engage community members about CalAIM services and benefits.
Contribute to the development and revision of organizational policies and procedures to align with CalAIM guidelines and best practices.
Plan and execute events, workshops, and meetings to promote program awareness and collaboration among stakeholders.

MINIMUM REQUIREMENTS:

Bachelor's degree in Public Health, Healthcare Administration, Social Work, or a related field.
Minimum of 2 years of experience in Social Service or Healthcare program management, including at least 1 years in a leadership role.
In-depth knowledge of CalAIM initiatives and Medi-Cal regulations.
Previous experience working in non-profit organizations and/or in multi-site programs with large geographic service area preferred.
Knowledge of trauma-informed care, harm reduction, and person centered service delivery.
Bilingual, bi-literate, English/Spanish, English/Punjabi, English/Hmong, and/or other language ability based on program needs preferred.
State regulations require a physical examination, current tuberculosis test, and verified fingerprint and criminal records clearance before beginning work.
Possession of a valid drivers' license; current personal vehicle insurance, or safe driving record sufficient to ensure insurability through Agency policy.
May be required to use personal vehicle in successful completion of job duties and responsibilities.

KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to read, analyze, and interpret general periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of parents, employees of the organization, and the general public.
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Ability to understand and use a variety of computer applications and appropriate software, spreadsheets and word processing, such as Microsoft Office and workplace electronic technology, including internet access, networking, and e-mail.
Advanced personal computer skills including ability to design and develop databases; create computerized presentation/training materials; and use advanced graphics design applications is desired.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Pay: $72,238.00 - $78,187.00 per year
