Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by developing communication plans, education programs, and planning outreach activities for all sections and programs within the Genetic Disease Screening Program (GDSP) Division. The Communications and Education Unit ensures education, outreach, and health communications are accessible, culturally appropriate, and aligned with public health best practices.

The incumbent works under the direction of the Health Program Manager (HPM I), Chief of the Communications and Education Unit. The Health Program Specialist I (HPS I) functions as a highly skilled technical program consultant responsible for performing duties relating to the planning, developing, coordinating, implementing, and evaluating communications and education programs and activities for the GDSP Division. The HPS I provides expert consultation and assists in the development of complex communication strategies, education materials, and outreach plans that support the Division’s mission and goals.

This position requires the incumbent to function independently, communicate effectively orally and in writing, provide consultation/technical assistance and maintain/develop skills related to GDSP.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Training and experience working in the field of health communications, including public health promotion and health education activities.
Excellent written and oral communication skills, including addressing ADA compliance requirements.
Excellent facilitation, coordination, project management, and organizational skills to meet critical deadlines.
Experience or interest in storytelling and presentations using videos, websites, social media, blogs, infographics, and other relevant modalities.
Commitment to developing and maintaining an up-to-date and extensive knowledge base related to genetic disease screening, health communications (including current trends in digital media/social media), health education, and health equity.
Commitment to creating materials for marginalized, disadvantaged, or low-resource communities; non-English-speaking communities; or communities with literacy needs.
Bilingual in English and Spanish or Chinese desired.
