Full Job Description

Reporting to the Senior Vice President & Chief Operating Officer, the Director of Campus Security is an armed position responsible for leadership and strategic vision for the Public Safety operation. This position is responsible for all aspects of securing the institution’s facilities, assets, and personnel. In this role, the Director is responsible for developing, implementing, and managing the public safety programs and procedures for WesternU. This position also oversees the contract security personnel. This position supervises the Campus Security Clerk, Campus Security Officer(s), Public Safety Officer(s), the Supervisor of Campus Security (Oregon) and the Manager of Campus Security.

Knowledge, Skills and Abilities

Knowledge of the Jeanne Clery Act.
Knowledge of Federal and State of CA legislation.
Knowledge of public safety operations and requirements, including powers of arrest, use of force and free speech.
Knowledge of security technology (surveillance cameras, access control systems, and other systems).
Proficiency in computer skills necessary to set up document formats in Word, Excel and any other software programs required by the position.
Ability to effectively communicate (verbal and written).
Ability to work collaboratively with students, faculty and staff.
Ability to conduct formal investigations of, gathering facts and evidence in a manner required to ensure proper documentation for civil or criminal prosecution.
Ability to supervise direct reports.
Demonstrate a commitment to working in an organization that values and promotes humanism.

Required Qualifications

Education:

A bachelor’s degree in public safety or a closely related field, or any combination of education and/or experience equivalent to a bachelor’s degree in public safety.

Experience:

Must be a current or retired sworn Peace Officer with a minimum 10 (ten) years of experience, including at least 5 (five) years as a supervisor.

Certifications/Licenses and Qualifications:

Must possess or have the ability to obtain a current and valid Bureau of Security and Investigative Services (BSIS) Firearms Permit/Exposed Firearms Permit (including Guard Card) and a legal firearm, as defined by the State of California.
Must hold a valid California Concealed Weapons Permit if the incumbent plans to carry a concealed weapon.
Valid California drivers’ license (or ability to obtain one within 30 days of hire).

Background Checks:

Must pass the CORI criminal background check.

Preferred Qualifications

Training:

FEMA (Incident Command Course Modules such as 100HE, 200, 700, 800), POST (Basic through Supervisory, Management/Executive), and other security/safety related certifications strongly desired.

Experience:

Preferred experience in a campus security or campus law enforcement agency.
Preferred Command Level law enforcement experience, at the rank of lieutenant or above.

Essential Job Duties

Key Responsibilities

Operational Oversight:

Oversee, manage, and supervise day-to-day public safety operations to ensure that safety and security risks are addressed and that security and safety personnel are responding to and addressing all security concerns, including parking related issues.
Utilizes a University vehicle to patrol the campus and drive to other WesternU buildings and properties.
This position is responsible for ensuring that public safety and campus security expenditures are appropriate and are within budgetary constraints. This includes ensuring that contract guard service invoices are accurate and within budget.
This position is also responsible for developing multi-year budget requests.

Key Responsibilities

Security Technology Application:

Ensure operational effectiveness of security technology, such as electronic access control, surveillance cameras, safety apps, intrusion alarms, and other emerging technologies.
Assess and recommend implementations and upgrades of campus security technologies.
Partner with other internal units such as Facilities and outside vendors to identify and correct technology failures. This also includes physical security oversight such as key inventory and locksmith operations.

Key Responsibilities

Internal Relationships:

Serve on the Emergency Operations Committee (EOC) and safety committees to help coordinate emergency and non-emergency activities and ensure that proper policies and procedures are followed.
Work closely with the Compliance Office, Facilities, and Risk Management and serve as liaison during emergencies and disasters.
Partner with other departments to ensure that security measures are incorporated into new property acquisitions and renovations.
Partner with the Commencement Committee to enhance safety and security at commencement events.
This position also serves on the University’s Threat Assessment Team, and the CARES Team. This position is also responsible for providing updated information for Board of Trustee reports.

Key Responsibilities

Supervision:

Supervision of the Manager of Campus Security, the Supervisor of Campus Security (Oregon), Campus Security Officer(s), Public Safety Officer(s), and the Campus Security Clerk. This includes providing direction and assigning tasks to direct reports, following-up on progress and conducting performance appraisals.
This position also ensures that all direct reports and agency members complete required mandatory training and have the opportunity to attend developmental training opportunities.

Key Responsibilities

Policies and Procedures:

Review policies and procedures for campus security and public safety to ensure compliance with legal requirements and best practices.
Identify gaps in policies and procedures and compose new policies and procedures where needed.
Ensure that policies and procedures accurately reflect departmental operations.

Key Responsibilities

Compliance:

Coordinate with the Legal, Compliance, Risk Management and other departments as necessary to implement and maintain the university’s mandatory reporting requirements such as the CLERY Act, and the Kristin Smart Act.
This position serves as a designated Campus Safety Authority (CSA) and a Responsible Official (RO) for Title IX.
This position also works to ensure compliance with all federal and state legislation.

Key Responsibilities

External Relationships:

Maintain a strong professional network and coordinate with peers in local law enforcement and neighboring institutions of higher learning.
Oversee contractual compliance of external security vendors, including the contract security services.
Ensure that all personnel are trained in the Incident Command System (ICS) and schedule interagency training for ICS response.
This position is also responsible for maintaining professional relationships and staying informed of best practices and trends through participation in organizations such as the International Association of Campus Law Enforcement Administrators (IACLEA), the California College and University Police Chiefs Association (CCUPCA), the Downtown Pomona District (DPD), the Joint Regional Intelligence Center (JRIC) Los Angeles and InfraGard Los Angeles.
