Full Job Description

JOB DESCRIPTION

POSITION: Human Resource Manager

ORGANIZATION: The Purple Door

EXEMPT/NON-EXEMPT STATUS: Exempt

PURPOSE/FUNCTION OF POSITION: Responsible for daily human resource duties of the agency to include recruitment, selection, retention, legal compliance, employee benefits, employee relations, training, employment practices and procedures. Responsible for preparation and verification of bi-weekly employee payroll. Responsible for the preparation and submittal of personnel, benefit, and insurance reports.

KEY RESPONSIBILITY AREA: Human Resources

Duties include, but may not be limited to the following:

· Maintains agency staff by conducting recruitment efforts, screening applicants, verifying application and resume information, testing, interviewing and conducting background checks as necessary.

· Conduct new employee on-boarding activities to include new hire paperwork, benefit enrollment, policies and handbook review.

· Ensure performance appraisals are conducted on schedule and originate and maintain documentation regarding staff performance and disciplinary issues.

· Coordinate and conduct voluntary and involuntary terminations and exit interviews.

· Perform internal investigations for the agency in matters related to employee complaints or claims, disciplinary actions, and any other investigations as directed by the Business and Finance Director or the President and Chief Executive Officer (CEO).

· Provides guidance and recommendations to Leadership team in resolution of employee relations issues.

· Assist in the development of Policies and Procedures, Employee Handbooks, Job Descriptions, Organizational Charts, and Performance Evaluations with the direction and approval of the Business and Finance Director or the President and CEO.

· Respond to requests for verification of employment, workman compensation claims and unemployment benefits with the direction and approval of the Business and Finance Director or the President and CEO.

· Ensures compliance with all federal, state, and local laws in coordination with the Business and Finance Director and President and CEO.

· Administer and track FMLA, including employee eligibility and leave entitlement.

KEY RESPONSIBILITY AREA: Payroll

Duties include, but may not be limited to the following:

· Verify accuracy of timesheets, leave requests, mileage logs, deductions, and other payroll documents. Timely process payroll for all employees.

· Compute payroll taxes and 403(b) plan additions for timely deposits and entry as required by law.

· Assist in audits as required by the Business and Finance Director.

· Inspect all insurance invoices involving payroll deductions or benefits upon receipt to verify accuracy, make necessary corrections reconciling to payroll, and deliver to Accounting for payment processing.

· Maintain employee records in accounting software program.

KEY RESPONSIBILITY AREA: Training

Duties include, but may not be limited to the following:

· Partners with leadership to identify training, coaching, organizational development and programs needed to support business requirements.

· Develops and administers various training plans and procedures for agency personnel with the direction and approval of the Business and Finance Director or the President and CEO.

· Implement the training and development agenda and identify areas that need attention and improvement.

· Guide leadership in creating a culture of accountability and optimal performance by coaching and training managers on performance management issues and processes.

· Act as the subject matter expert on the timekeeping and human resources software systems providing guidance to agency staff.

KEY RESPONSIBILITY AREA: Record Maintenance

Duties include, but may not be limited to the following:

· Maintain Human Resource records and employee files, ensuring maximum confidentiality of personnel records.

· Maintain documentation of individual hours worked, mileage, benefits, deductions, and employee leave.

GENERAL RESPONSIBILITIES:

· Attend and participate in agency functions as requested by the President and Chief Executive Officer.

· Attend all meetings and training as required.

· Perform any and all other duties as assigned by the Business and Finance Director and the President and CEO.

· Maintain professional conduct and represent the Agency in a professional manner.

EDUCATION: Associates or Bachelors degree from an accredited college or university in Human Resources, Business, or related field is required. A combination of education and experience may be substituted for degree requirement.

QUALIFICATIONS: Minimum of three years’ experience in human resources and payroll; strong organizational skills with the ability to prioritize workload; assertive and effective communicator, computer literate particularly in payroll and employee records area; flexible and able to manage multiple priorities concurrently and meet deadlines; ability to work with minimal supervision; high level of personal integrity, diplomacy, discretion, and tact is necessary; non-traditional hours to include some evening and weekend hours possible; some travel requiring a valid driver’s license and a personal, insured vehicle for use on the job required.

While performing the duties of this job, the employee is typically working in a climate-controlled office environment but is sometimes exposed to weather conditions prevalent at the time. The noise level in the work environment is usually moderate.

Normal workday physical activity includes frequent sitting, standing, walking, and climbing stairs.
Requires employee to use hands, arms, legs, neck and head while performing tasks.
Requires occasional twisting at desk when answering phone or keyboarding.
Requires retrieving files by pulling and pushing cabinet drawers with occasional bending, squatting, kneeling, and reaching above shoulder level.
Requires frequent data entry into computer keyboard.
Requires extensive speaking in person and on the telephone with staff and others.
Requires occasional lifting and/or moving up to 30 pounds.
Limited travel required
