About Western Oregon University:

Position Summary:

The purpose of this position is to provide database management for the statewide childcare referral database. This position functions as an analyst at the business, project, and database level as well as a liaison between partners for reporting, process and system development. The Find Child Care Oregon Project Specialist participates as a member of a collaborative team working on a variety of projects within TRI’s Center Early Learning Support and Innovation. Positions working with data and databases provide a continuum of services and products across the early learning system in Oregon. The Research Institute (TRI) supports early learning and care at the state level which requires specialized knowledge and skills as well as an ability to navigate change, emergent needs and the expectations of system work. Project Specialists are expected to use culturally responsive, innovative best practices across a variety of duties including; program and process development, systems collaboration, change and alignment, program assessment and observation, system communications, leadership and facilitation, and training and technical assistance.

Required Qualifications:

Bachelor's degree
3–5 years of experience extracting, cleaning, and transforming data from multiple systems for analysis and reporting
Demonstrated excellent verbal and written communication skills
1–2 years of experience with database management and SQL query development 1–2 years of proficiency with Microsoft Access, Excel, Word, and Visio (or comparable software)
1–2 years of experience in evaluation and research design
1–2 years of experience developing processes and procedure
1–2 years of technical writing experience
