The Assistant Director of Finance is responsible for overseeing the County’s accounting, financial reporting, and payroll operations, ensuring the integrity, accuracy, and timeliness of all financial data and compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, and requirements of the Virginia Auditor of Public Accounts.
This position serves as the senior leader for accounting operations and acts as the Director of Finance and Budget’s primary deputy for financial reporting, internal controls, and audit coordination. The Assistant Director of Finance provides strategic oversight of the general ledger, accounts payable, accounts receivable, payroll, fund and grant accounting, and financial systems management. The role ensures strong internal controls, regulatory compliance, and high-quality financial reporting to support County management and policy decisions.
Essential Job Functions
- Provide leadership and oversight of all County accounting and payroll operations, including general ledger, accounts payable, accounts receivable, payroll, fund accounting, and grant accounting.
- Serve as the County’s lead for financial reporting, including preparation of the Annual Comprehensive Financial Report (ACFR), monthly financial statements, and internal management reports.
- Develop, implement, and maintain accounting policies, procedures, and internal controls in accordance with GAAP, GASB, and Virginia Auditor of Public Accounts requirements.
- Ensure accuracy, completeness, and timeliness of all financial records, including oversight of month-end and year-end close processes.
- Coordinate external audit activities and serve as primary liaison with auditors, including preparation of schedules, documentation, and resolution of audit findings.
- Oversee payroll operations, including processing oversight, compliance with federal and state tax regulations, benefits reconciliations, and required reporting.
- Supervise, train, mentor, and evaluate accounting and payroll staff; assign work, manage performance, and support professional development.
- Maintain and ensure integrity of the County’s general ledger and subsidiary systems.
- Oversee grant accounting and compliance with federal, state, and local funding requirements.
- Manage capital asset accounting, fixed asset inventories, and lease accounting in accordance with applicable standards.
- Strengthen and monitor internal controls across accounting and payroll functions; implement audit recommendations and corrective actions.
- Provide technical accounting guidance and interpretation to departments on complex financial transactions and policy matters.
- Support procurement, disbursement, and financial compliance processes to ensure adherence to County policies and controls.
- Assist the Finance Director with budget development, forecasting, financial analysis, and long-range financial planning.
- Serve as acting Director of Finance and Budget in the Director’s absence, as assigned.
- Perform other related duties as assigned.

Minimum Qualifications
Education: Bachelor’s in Accounting, Finance, Business Administration, or related field (required)
Experience:
- Seven (7) + years of progressively responsible governmental or public accounting experience, including at least three (3) years in a supervisory or management role.
- Local government experience (strongly preferred)
Certifications/Licenses:
- Certified Public Accountant (CPA) (preferred)
- Other related certifications (e.g. CPFO) may be considered
Other:
- Equivalent combinations of education, training, and experience may be considered
- Valid Commonwealth of Virginia driver’s license
Special Qualifications
- Extensive experience with governmental financial systems and multiple-fund accounting environments
- Advanced proficiency with ERP systems such as Tyler Munis, Oracle, or SAP
- Demonstrated experience managing external audits and preparing audited financial statements (ACFR)
- Strong understanding of governmental compliance requirements, including federal and state grant regulations
- Ability to manage high-volume transactional environments under strict deadlines with accuracy and accountability
- Demonstrated ability to maintain confidentiality and exercise sound professional judgment in financial matters
Knowledge, Skills, and Abilities
- Comprehensive knowledge of GAAP, GASB, and applicable federal, state, and local financial regulations
- Strong expertise in governmental accounting, financial reporting, payroll systems, and internal control frameworks
- Advanced analytical skills with ability to interpret, reconcile, and communicate complex financial data
- Strong leadership and supervisory skills with ability to build and manage high-performing teams
- Ability to prioritize multiple competing responsibilities and meet critical deadlines in a fast-paced environment
- Proficiency in Microsoft Excel and financial analysis tools, including advanced functions (pivot tables, formulas, data modeling)
- Excellent written and verbal communication skills, including ability to present financial information to elected officials, management, and non-financial audiences
- High level of integrity, attention to detail, and sound judgment in financial decision-making
