Full Job Description

The Los Angeles Homeless Services Authority (LAHSA) seeks motivated professionals who want to use their talents and skills to make a difference. Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

The Sr. Coordinator, Homeless Count Engagement & Operations will support the planning, coordination, execution, and closeout of the Greater Los Angeles Homeless Count and related count activities, including the unsheltered Point-in-Time Count, Youth Count, Shelter Count/Housing Inventory Count, and demographic survey. This position will serve as a senior-level community relations and field-facing operations role, helping lead external engagement, stakeholder coordination, deployment site relationships, community presentations, difficult site planning, and partner outreach needed to successfully complete the Homeless Count.

The Sr. Coordinator, Homeless Count Engagement & Operations will work closely with the Associate Director to strengthen relationships with cities, county departments, elected offices, service providers, community-based organizations, faith-based organizations, neighborhood councils, volunteers, and other stakeholders that support Count operations. This position will help carry the more complex external engagement work connected to the Homeless Count, including preparation for community meetings, coordination with high-priority areas, support for challenging deployment sites, and field-facing operational readiness. As a senior member of the Community Relations team within Government Affairs, this position will also support year-round engagement with assigned jurisdictions, council districts, neighborhood councils, community-based organizations, faith-based organizations, service providers, and other local stakeholders to strengthen public understanding of LAHSA’s work. This position requires the ability to lead complex engagement efforts, facilitate collaboration across stakeholder groups, support higher-level public-facing communication, and contribute to the successful planning and completion of one of LAHSA’s most visible annual initiatives.

Essential Job Functions

Support the Associate Director in the planning, coordination, execution, and closeout of the Greater Los Angeles Homeless Count and related count activities.
Serve as a senior community relations and operations coordinator for Homeless Count workstreams, helping coordinate external engagement, deployment site readiness, stakeholder outreach, volunteer engagement, and field-facing operational needs.
In conjunction with the Associate Director, help coordinate operational planning across the unsheltered Point-in-Time Count, Youth Count, Shelter Count/Housing Inventory Count, demographic survey, volunteer recruitment, deployment site planning, outreach coordination, and post-count activities.
Lead or support external engagement with cities, county departments, elected offices, service providers, community-based organizations, faith-based organizations, neighborhood council, business groups, volunteers, and other stakeholders involved in Homeless Count planning and implementation.
Prepare, facilitate, and follow up on community meetings, partner meetings, presentations, and stakeholder convenings related to the Homeless Count.
Support engagement with more complex or high-priority Homeless Count areas, including difficult deployment sites, areas requiring additional stakeholder coordination, and communities requiring more detailed planning or communication.
Help coordinate volunteer recruitment and engagement strategies with local jurisdictions, community partners, service providers, elected offices, and other stakeholders.
Support the development and maintenance of stakeholder directories, outreach trackers, community engagement calendars, deployment site records, meeting notes, follow-up systems, and reporting materials related to Homeless Count engagement, assigned districts, and Community Relations workstreams.
Coordinate with internal teams and external partners to ensure deployment sites, community partners, volunteers, and field-facing stakeholders understand timelines, expectations, roles, and operational needs.
Help identify external engagement challenges, stakeholder concerns, deployment site issues, volunteer recruitment barriers, and opportunities to improve community participation in the Homeless Count.
Support cross-departmental collaboration with LAHSA teams involved in Homeless Count operations, including Government Affairs, Data Analytics, Communications, Information Technology, Programs, and other relevant departments.
Support the development and maintenance of stakeholder lists, outreach trackers, community engagement calendars, deployment site records, meeting notes, follow-up systems, and reporting materials related to Homeless Count engagement and operations.
Help develop clear public-facing materials, presentations, talking points, standard responses, and updates that improve transparency and public understanding of LAHSA’s work.
Attend and support neighborhood council meetings, community meetings, stakeholder briefings, and partner convenings, including providing updates and presentations on LAHSA initiatives, assigned district priorities, high-impact areas, and Homeless Count activities.
Assist in the development and refinement of policies, procedures, protocols, guides, templates, and standard operating documents related to Homeless Count engagement, deployment site coordination, and field-facing operations.
Represent LAHSA in designated public meetings.
Exercise sound judgment and discretion when handling sensitive stakeholder concerns, public-facing communications, volunteer matters, community concerns, and internal planning discussions.
Perform other duties and projects as assigned.

Ability to prepared and deliver presentations, respond to stakeholder questions, and communicate complex information clearly and professionally.
Strong written communication skills, including the ability to prepare reports, presentations, briefing materials, meeting summaries, talking points, and stakeholder updates.
Ability to identify challenges, recommend solutions, and elevate issues appropriately.
Ability to use data, dashboards, trackers, reports, and coordination tools to monitor engagement progress and communicate updates.
Strong attention to detail, organization, follow-through, and time management.
Ability to work independently while staying aligned with leadership direction and broader project goals.
Ability to maintain confidentiality, handle sensitive information appropriately, and exercise discretion in operational and stakeholder matters.
Proficient with standard business technology and software used to tract work, manage information, and communicate with staff or stakeholders, including Teams, Zoom, and Microsoft Office Suite.

Training & Experience

Minimum of two (2) years’ experience working with homeless programs, community engagement, public administration, social services, nonprofit programs, government programs, volunteer coordination, project coordination, or related community -facing work.
Knowledge of homelessness systems, Continuum of Care responsibilities, Point-in-Time Count activities, community engagement, volunteer coordination, public presentations, deployment site planning, field-facing operations, or cross-sector collaboration.
Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

Schedule: The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA's business needs.

Pension Plan
LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 6% of the employee’s salary with a qualification date of 500 hours or 6 months after the date of hire.

Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.

Time Off Administrative Leave
Chief Executive Officer, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.

Vacation
Vacation is earned according to each month of service commencing with the employee’s initial date of hire.

Less than three (3) years of employment, eighty (80) hours per year.
Three (3) to six (6) years of employment, one hundred twenty (120) hours per year.
More than six (6) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than seventy-two (72) months of employment. This vacation accrual is capped at thirty (30) workdays per year

Maximum accrual of vacation leave is 240 hours.

Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
