Full Job Description

Francison Consulting, Inc. is seeking a Contracts Administrator to support the Los Angeles Community College District's Program Management Office (PMO) Contracts Team.

This position plays a critical role in managing procurement and contract administration activities that support major capital improvement programs across the District. The ideal candidate is highly organized, detail-oriented, thrives in a fast paced environment, and has experience managing multiple concurrent procurement processes while ensuring compliance with District policies and applicable laws.

Position Responsibilities

As part of the PMO Contracts Team, responsibilities include:

Coordinate with District project management personnel, PMO staff, College Project Teams, and Colleges to develop and prepare procurement packages for:
General Contractors
Design Build entities
Professional Service Providers including architects, engineers, and inspectors
Manage competitive bidding and selection processes for construction and professional services from planning through contract award.
Prepare procurement documents, addenda, evaluation materials, approval documentation, award documentation, and contract documents.
Maintain strict compliance with District policies, procedures, templates, and applicable laws.
Track procurement activities, prepare reports, and perform quality control throughout the procurement lifecycle.
Manage multiple procurement processes simultaneously while coordinating with numerous stakeholders.
Perform a heavily administrative workload with minimal administrative support.
Maintain exceptional attention to detail while supporting procurement activities subject to internal and external audits.
Perform additional assignments as directed by the department supervisor based on workload and business needs.

Minimum Qualifications

Minimum of 5 years of relevant experience supporting procurement, contracts, or construction administration.
Bachelor's degree in a related field. An additional four years of qualifying experience beyond the minimum requirement may substitute for the required degree.
Knowledge of standard contract terms and conditions for design, construction, and related professional services.
Proficiency with Microsoft Excel, Microsoft Word, and Adobe Acrobat.
Demonstrated integrity with a reliable, responsive, and positive work ethic.
Highly detail-oriented and organized.
Fast learner with strong analytical and logical thinking skills.
Strong commitment to quality and accuracy.
Excellent written and verbal communication skills.
Ability to manage multiple concurrent procurement activities while accurately tracking and reporting project status.

Preferred Qualifications

Experience supporting higher education capital improvement programs.
Knowledge of the California Public Contract Code.
Knowledge of the California Community College Code.
Experience using electronic bidding platforms such as PlanetBids.
Experience with Design Build procurement methods.
Experience using project management software such as Proliance or Trimble.

Pay: $122,000.00 - $126,000.00 per year
