Job Description

Summary
This position involves coordinating safety training, conducting regular inspections, and fostering a culture of safety excellence across all staff levels. The individual will identify and assess potential safety hazards, develop and enforce safety protocols, and ensure compliance with safety regulations. Daily on-site safety support will be provided, coaching field teams and driving continuous improvement in our safety culture, reflecting our commitment to safety. The Safety Specialist will execute safety and health programs in the daily operations of the station, focusing on employee engagement, culture, injury prevention, and compliance, while leading the development and management of safety programs and training initiatives.
General Responsibilities

Collaboration with the GP&L Safety Office to ensure a proactive approach to incident prevention and compliance, ultimately contributing to a safer work environment.
Assist in reviewing, updating, and communicating the safety program to all.
Daily interaction with Plant personnel to promote engagement and ownership of the safety program.
Encourage and support employees in executing the safety program.
Maintain project files in adherence to OSHA regulations and company policies, including accident/injury documentation.
Conduct daily documented hazard inspections and aid operations in implementing corrective actions.
Review work plans before work begins and provide safety training on policies, procedures, OSHA, and orientation.
Motivates others to work safely and communicate safety requirements during briefings and meetings.
Ensure compliance with OSHA and company safety standards.
Coordinate with facility management on regulatory interpretation, reporting, and overall safety compliance.
Conduct internal safety audits and inspections to verify compliance and tracking actions to closure.
Investigate accidents for root causes and identify corrective actions to prevent recurrence.
Evaluate and improve safety programs, collaborating with management for implementation.
Develop and deliver training to enhance safety skills among employees.
Conduct new hire and contractor safety orientations and maintain attendance logs.
Participate in daily tailgates/job briefings/JSA.
Analyze safety observation trends to identify risks and propose improvements.
Schedule and facilitate incident review meetings.
Prepare and distribute reports on safety trends and KPIs.
Serve as the On-site Safety Subject Matter Expert.

Essential Functions

Ensure all affected and authorized employees are trained on Lockout/Tagout program procedures and annual refresher training is conducted.
Conduct periodic inspections of energy control procedures (at least annually) and correct any deficiencies.
Oversee compliance with OSHA 1910 Subpart R and applicable electrical safety standards (e.g., NFPA 70E).
Enforce Arc Flash safety programs, including maintaining equipment labeling and ensuring proper PPE is used.
Manage a comprehensive Fall Protection Plan for work at heights (e.g., above 4 feet in general industry).
Ensure the proper selection, inspection, maintenance, and use of Personal Fall Arrest Systems (PFAS).
Provide mandatory fall protection training for all employees who work at heights.
Maintain the site's written HazCom program in compliance with the OSHA standard (1910.1200).
Ensure all hazardous chemicals are properly labeled with the required GHS elements.
Manage the site's Safety Data Sheet (SDS) inventory, ensuring they are readily accessible to all employees.
Deliver training to employees on understanding labels, SDSs, and the hazards of chemicals in their work area.
Conduct PPE hazard assessments for all tasks to determine the necessary type of PPE (head, eye, face, hand, foot, etc.).
Identify and inventory all confined spaces and determine which are Permit-Required Confined Spaces (PRCS).
Ensure required personnel (Entrants, Attendants, and Supervisors) are properly trained and equipped (e.g., atmospheric monitoring, retrieval systems).
Manage and maintain the entry equipment and ensure proper hazard identification and control before entry.

Minimum Qualifications

Bachelor's degree in Occupational Safety and Health, Industrial Safety, or a related Engineering discipline (e.g., Mechanical or Chemical Engineering with a safety concentration).
Valid Texas Class C driver’s license.

Preferred Qualifications

5+ years of demonstrable safety program management experience, with a significant portion of that time spent directly within a natural gas power plant, chemical processing, or utility environment with similar high-pressure systems.
Expert command of OSHA General Industry standards and a strong understanding of relevant codes for gas fuel systems, fire protection (NFPA), and high-pressure steam/water systems.

Working Conditions

Field and plant-based work with routine inspections and exposure to industrial environments.
Possible exposure to chemicals, noise, and outdoor weather conditions.
Required to wear PPE and lift equipment up to 30 pounds occasionally.
