Full Job Description

Description

The Project Coordinator supports the Capital Projects Department by overseeing administrative, HR, payroll,

and accounting operations; conducting monthly audits of Project Manager documentation and project

compliance; and providing project coordination and project manager support. The incumbent also develops

and improves departmental policies, procedures, workflows, digital standards, and project management

processes to increase efficiency, consistency, and quality across all capital projects.

HIRING SALARY RANGE: $60,840 - $79,684 (Estimated Annual Salary Dependent on Qualifications)

Duties and Responsibilities

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.)

HR Payroll & Accounting Operations:

Coordinates departmental HR functions including onboarding, personnel records, certification tracking, and training documentation.
Reviews and processes departmental payroll, labor distribution, overtime, and leave reporting.
Maintains departmental budgets; reconciles monthly expenditures; and prepares financial reports for leadership.
Processes invoices, purchase requisitions, pay applications, and procurement documentation.
Implements internal controls; ensures compliance with County accounting, HR, procurement, and records retention policies.
Support budget development, long-range financial planning, and operational forecasting.

Project Manager Monthly Audit:

Conducts monthly audits of Project Manager documentation including ACC folders, naming standards, templates, and required project records.
Reviews project trackers, commitments, invoices, change orders, schedules, and KPI updates for accuracy and compliance.
Compares reported progress against field conditions through regular site visits.
Identifies risks, deficiencies, and areas for improvement in project documentation, processes, or reporting.
Prepares monthly audit summaries and recommendations for the Director and leadership team.

Project Manager Support & Coordination:

Supports project documentation across planning, design, construction, and closeout.
Assists Design & Construction Managers with coordination, meetings, document preparation, and occasional field assistance.

Performs assigned leadership responsibilities for internal departmental initiatives or project and vendor contract management within Capital Projects, under the direction of the Director of Capital Projects, to gain direct project management experience.

Policy, Procedure, and Standards Development:

Develops, implements, and maintains departmental policies, procedures, workflows, and standards.
Establishes templates, naming conventions, digital record structures, and documentation requirements for all capital projects.
Improves processes by identifying inefficiencies and recommending enhancements to administrative, financial, and project workflows.
Trains staff on newly established procedures, systems, standards and documentation requirements.
Attends departmental, administrative, and project meetings.
Prepares presentations, reports, staff summary sheets, agenda materials and communications for leadership.
Performs other duties or assumes other responsibilities as apparent or assigned.

Minimum Qualifications

Bachelor's Degree in Business Administration, Public Administration, Accounting, Finance, Construction Management, Project Management, or a related field is preferred. An Associate Degree will be considered in lieu of a Bachelor's Degree when accompanied by a minimum of two (2) years or more of relevant professional work experience.
Minimum of 1 (one) year of experience in project administration, financial coordination, accounting, capital projects, or government operations preferred.
Substantial knowledge in budgeting, procurement, contract administration, HR processes, and financial reporting.
Experience using project management software (ACC, e-Builder, Procore or similar) preferred.
Must be able to demonstrate proficiency in Microsoft 365.
Experience using Power BI desired.
Construction exposure preferred.
Must possess a valid SC Driver’s license Class E or Commercial Driver’s License (or obtain within three (3) months of hire) and meet the requirements of the County’s motor vehicle policy.

PHYSICAL REQUIREMENTS:

Able to lift, carry, push, and pull up to twenty (20) pounds occasionally.
Able to traverse over uneven ground, paved and unpaved for up to a quarter of a mile at a time several times per day.
Able to sit or stand for long periods of time and to maintain focus on work assignment(s).
Able to effectively communicate orally (in person and over the telephone) and in writing (electronically and handwritten) in English.

WORKING CONDITIONS:

Standard work hours would be Monday – Friday between the hours of 7:00 AM – 5:00 PM as determined by the supervisor.
Work is performed inside and outside. Exposure to cold, heat, and elements of weather and nature may be encountered.
Position requires moderate travel within and outside of the County which imposes common travel hazards.
May be designated to report to work during hazardous weather and other emergency conditions.
All employees of Charleston County Government must reside in South Carolina.
