Title: City Council Budget/Management Analyst

Reports To: Beverly City Council President and Beverly City Council

Appointment: Elected by the City Council for a three-year term and until a successor is

elected and qualified in accordance with the Beverly Home Rule Charter

Union: No

Position Summary

The Budget/Management Analyst performs a legislative oversight and a post-audit function and is not involved in the day-to-day administrative detail of the financial operations of the city. The budget/management analyst shall have free access to all books, accounts, bills and vouchers of the city and shall continuously review and examine the same. The budget/management analyst shall make periodic reports thereon to the city council, with such frequency as the city council by ordinance, by rule or by other vote may direct, but not less frequently than quarterly. All officials of the city shall cooperate with the budget/management analyst in the performance of this oversight function. The budget/management analyst may have other powers and duties as may be provided by the City Charter of the City of Beverly, or by ordinance or by other vote of the City Council. The position supports the City Council in carrying out its legislative responsibilities while remaining independent of the City's day-to-day financial administration.

The Analyst provides objective financial analysis and recommendations regarding the annual operating budget, capital improvement program, appropriations, financial forecasts, internal controls, and other fiscal matters.

Essential Duties and Responsibilities:

Include the following; other duties may be assigned.

· From time to time throughout the year examine, or cause to be examined, the books and accounts of all City agencies which are entrusted with the receipt, custody or expenditure of money, including original bills on which money has been paid from the City treasury, the documentation submitted by the agency requesting payment of any such bills supporting such payment, the warrants for the payments of bills and the canceled checks on file in the office of the City Treasurer.

· At least once in every year verify, or cause to be verified, the cash balance of each such City agency by the actual count of the cash on hand and by reconciliation of bank balances.

· Keep the City Council President fully informed as to the results of this activity and, not less frequently than quarterly, shall make a detailed report summarizing the results of this overview to the City Council Standing Committee on Finance and Property.

· All reports to the full City Council shall be made through the City Council Standing Committee on Finance and Property.

· Review each request which is made to the City Council by the Mayor, as provided in Beverly Home Rule Charter Section 6-7, for the transfer of funds or for a supplementary appropriation, and shall make a report to the City Council Standing Committee on Finance and Property, including a recommendation as to the action to be taken by the City Council, before the City Council acts on the matter.

· When the proposed capital improvement program is submitted to the City Council by the Mayor, as required by Beverly Home Rule Charter Section 6-8, the Budget/Management Analyst shall review the proposed capital improvement program and shall, before the same is submitted to the City Council for any action, make a report, including specific recommendations for actions to be taken by the City Council concerning the capital improvement program as seem necessary, desirable or expedient.

· When the proposed annual operating budget is submitted to the City Council by the Mayor, as provided in Beverly Home Rule Charter Section 6-3, the Budget/Management Analyst shall review the proposed annual operating budget and shall, before the proposed operating budget is submitted to the City Council for any action, make a report, including recommendations of specific actions to be taken by the City Council concerning the annual operating budget and any part or parts thereof as seem necessary, desirable or expedient.

· Shall have the power and authority to call upon any agency of the City government to submit for inspection by them the agency’s books and vouchers, and to furnish any information pertaining to the financial conduct of the departments.

· Shall be appointed as an ex-officio member of the Financial Forecasting Committee.

· May have other powers and duties as may be provided by the City Charter of the City of Beverly, or by ordinance or by other vote of the City Council.

Work cooperatively with City departments, especially the finance department, while maintaining independence and objectivity.
Maintain confidentiality of sensitive information.

Minimum Qualifications:

Bachelor's degree in Finance, Accounting, Public Administration, Business Administration, Economics, or a related field.
Three to five years of progressively responsible experience in governmental finance, budgeting, accounting, auditing, or municipal administration.
Municipal government experience preferred.
Equivalent combinations of education and experience may be considered.

Knowledge, Skills, and Abilities:

Governmental accounting (GAAP/GASB), municipal budgeting, auditing, and internal controls.
Public finance, capital planning, debt management, and Massachusetts municipal finance laws.
Financial reporting, public administration, and municipal financial systems (MUNIS or similar).
Microsoft Office, particularly Excel and Word.
Analyze complex financial data and develop sound recommendations.
Interpret financial statements, budgets, and applicable laws.
Prepare clear written reports and present information effectively.
Manage multiple priorities, exercise independent judgment, and maintain confidentiality.
Build effective working relationships with elected officials, employees, auditors, and the public.
Strong Oral and Communications Skills
This is a part-time position with variable hours based on operational needs.
Approximately 75% of the work may be performed remotely, with the remaining time spent at City Hall or other City locations as required.
Attendance atevening City Council meetings and other meetings is expected.
Work is performed primarily in an office environment and requires prolonged periods of sitting, frequent computer use, and occasional lifting of up to 10 pounds.

Pay: Up to $75.00 per hour
