WeatherizationHousing Services Data Entry Specialist

Location: 3155 Elbee Road, Moraine, OH 45439
Schedule: Monday–Friday, 8:00 AM – 4:30 PM
Position Type: Full-Time
Pay Range: $19.95–$25.02 per hour ($41,496.00–$52,044.72 annually)

Position Summary

Miami Valley Community Action Partnership (MVCAP) is seeking a detail-oriented and organized WeatherizationHousing Services Data Entry Specialist to support the Weatherization Assistance Program (WAP/HWAP). This position plays a critical role in maintaining program compliance, ensuring data accuracy, supporting reporting requirements, and preparing files for audits and monitoring reviews.

The ideal candidate will possess strong administrative and data entry skills, exceptional attention to detail, and the ability to work within compliance-driven programs governed by federal and state regulations.

Essential Duties and Responsibilities

Responsibilities include, but are not limited to:

Support the Weatherization Assistance Program (WAP/HWAP) in maintaining compliance with all applicable federal, state, and agency policies, procedures, and reporting requirements.
Maintain accurate, complete, and audit-ready client files in accordance with DOE WAP rules, Ohio HWAP policies, and agency standards.
Perform high-volume data entry into state-approved systems, including OCEAN and other designated reporting platforms, ensuring accuracy and timeliness.
Review program files for completeness and compliance using the Ohio HWAP checklist and established program requirements.
Upload required monthly, quarterly, and special reports into OCEAN and other state-mandated systems.
Verify documentation for compliance with DOE WAP Program Guidance, including income eligibility, client certifications, and required verifications.
Collaborate with program staff to resolve missing or incomplete documentation and maintain audit readiness.
Organize and maintain electronic and physical program records in accordance with federal record retention requirements.
Support internal Quality Assurance/Quality Control (QA/QC) activities by identifying discrepancies, missing information, and data inconsistencies.
Assist with reporting related to program production, expenditures, compliance tracking, and performance measures.
Maintain confidentiality of all client, employee, and program information.
Attend trainings and meetings as required.
Occasional travel may be required to support agency operations and program needs.
Perform other duties as assigned.

Minimum Qualifications

High School Diploma or General Equivalency Diploma (GED).
Minimum of one (1) year of administrative support, clerical, records management, or data entry experience.
Experience working with housing, weatherization, compliance, grant-funded, or government-funded programs is preferred.

Knowledge, Skills, and Abilities

Strong understanding of data accuracy, documentation standards, and compliance-focused work environments.
Ability to interpret and follow detailed federal, state, and agency guidelines.
Excellent attention to detail and organizational skills.
Ability to manage multiple priorities and meet established deadlines.
Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and data management systems.
Strong problem-solving and analytical abilities.
Ability to work independently while also contributing effectively as part of a team.
Effective verbal and written communication skills.
Ability to maintain confidentiality and exercise sound judgment.

Physical Requirements and Work Environment

Primarily office-based work environment located at MVCAP's WeatherizationHousing Services facility in Moraine, Ohio.
Frequent sitting, typing, and computer use.
Occasional standing, walking, bending, and lifting of files or office materials up to 25 pounds.
Ability to travel occasionally between agency locations, trainings, or meetings as needed.
