The purpose of this classification, under general direction from the Utilities Director, is the scheduling and supervision of the work of the Utilities Engineering Division. Employee in this classification performs supervisory, administrative, and technical engineering work. Position is responsible for all engineering work related to water, sewer, reuse, and stormwater on capital utility projects or public utility infrastructure related to development proposed in the City. Successfully executes all phases of project management including scope, budget, contract management, design, permitting, technical specifications, bid documents, construction, inspection, inter- and intra-departmental coordination reviews work of design consultants, and administration such as City approval processes and grant documentation on multiple concurrent projects while supporting and meeting guidelines and regulations set forth by the state and federal government and City code and department design standards. Assists in long-term planning of capital projects. Performs related work as required.
Bachelor’s degree in Civil Engineering or closely related field; supplemented by a minimum of 8-10 years previous experience and/or training that includes supervisory, project management, design, and construction experience.
Must be a Licensed Professional Engineer (PE) in the state of Florida or eligible to obtain such licensure by reciprocity/comity.
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Engineer responsible for management of engineering staff (consisting of professional engineers, project managers, GIS, and AutoCAD personnel, and inspectors) performing design, project management, and construction oversight on City utility infrastructure improvement projects and acts as the engineer-of-record on in-house design projects.
Provides oversight and direction to staff engineer(s) and other technical staff regarding development review including design, permitting, and construction to ensure the integrity of the City’s water and reuse distribution, sanitary sewer collection systems and treatment facilities.
Coordinates directly with engineers, developers, contractors, and other utilities such as Florida Power & Light and state agencies such as FDOT regarding public utility issues associated with development within the City.
Responds to citizen complaints regarding stormwater and water and sewer issues.
Meets with Contractors on City projects to discuss and resolve construction issues in the field.
Initiates and executes all phases of project management for assigned projects and track, report, and modify project progress as needed to ensure successful completion.
Prepares Requests for Proposals for consultant continuing contracts and project specific contracts; term services contracts; construction manager at risk contracts; design build contracts and other methods of construction.
Negotiates and oversees consultant contracts and capital construction projects.
Review plans and specifications submitted by consultants for various projects and follow through with revisions as needed to ensure contract adherence. Oversee the management of consultant and vendor contracts. Prepare addendums and change orders to consultant and vendor contracts.
Reviews and approves detailed plans, profile drawings, bid analysis, specifications, and cost estimates for a variety of construction projects.
Coordinates engineering work relating to maintenance of existing facilities or installation of new infrastructure with the Field and Treatment Facilities Operations staff.
Coordination with the City Legal Department, Purchasing Division, and Finance Department concerning consultant contracts, construction, contracts, change orders, request for proposals, developer agreements and procurement of goods and services.
Assists in the preparation, submittals, and approvals of facility plans, request for inclusion, and fiscal sustainability plans in support of obtaining FDEP SRF funding for large capital utilities projects.
Performs presentations to community groups and City boards regarding flooding issues and capital projects status updates.
Prepares engineering division budgets and coordinates capital improvement plans for public infrastructure needs with other Utilities Department staff, the finance department, outside consultants, and upper management. Coordinates and collaborates with various City and departmental divisions to determine short- and long-term capital needs and Comprehensive Plan goals and objectives, capital project scopes, budgets and schedules on an annual, 5-year and 10-year horizon in conjunction with other departmental needs and assist in prioritization of projects.
Supervises evaluates and assigns work to subordinate personnel.
