Full Job Description

SUMMARY:

To assist the Deputy Superintendent of Personnel with administrative functions to meet the human resources and/or staffing needs of the school system.
To provide excellent Human Resources and personnel services for the employees of the school system.
To maintain accurate records and provide accurate information to facilitate the recruiting, retaining, and development of highly qualified, properly certified and accurately licensed school system personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

Assists in establishing, implementing and monitoring a legally sound and effective employee selection and retention strategy that supports the vision of the school system.
Monitors an effective substitute selection and retention strategy.
Evaluates employee status changes including, but not limited to: assignments, transfers, discipline, promotions, and related personnel changes, ensuring all are carried out in accordance with applicable system policy and laws.
Assists with data entry of personnel actions to track and monitor employee status changes.
Coordinates other activities of the human resources/personnel department such as maintenance of personnel files, on-the-job injuries, employee drug testing, response to surveys and information requests, maintenance of employee profiles, and other related functions.
Coordinates the policies related to personnel including grievance procedures.
Serves as an internal resource to principals and other supervisory staff regarding HR related issues including employee relations, policy and procedure interpretation, professional development, employee discipline, and performance management.
Provides necessary research for successful wage and salary administration.
Assists in planning, developing, and revising personnel management policies and procedures in accordance with local, state and federal guidelines.
Assists with EEOC and OCR complaints and reports.
Enhances departmental services by acting as an employee advocate while analyzing opportunities to improve customer service.
Coordinates human resource/personnel functions with the payroll department as necessary.
Assists with coordination of special projects related to the review of existing programs or development of new programs.
Assists with conducting investigations related to employee misconduct.
Assists in monitoring position control for all system positions.
Assists in the recruitment, screening, recommendation, and employment of certified and support personnel.
Assists with new personnel orientation.
Compiles information and prepares reports as necessary.
Assists with the development of job descriptions for new staff positions and coordinates the periodic review and revision of existing job descriptions.
Interprets and ensures implementation of laws related to education, Equal Employment Opportunity, Affirmative Action, Family and Medical Leave Act, and Fair Labor Standards Act. Directs submission of required reports. Monitors and implements legislative actions and/or changes as necessary.
Maintains confidentiality regarding personnel/staffing and other related HR information.
Maintains professional expertise through involvement in local, state, and national HR organizations and professional development opportunities.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

Perform other duties and responsibilities as assigned by the Deputy Superintendent of Personnel or other Supervisors as deemed appropriate.

QUALIFICATION REQUIREMENTS

EDUCATION & EXPERIENCE:

Master’s Degree or higher from an accredited college or university in Education, Business Administration, and/or Human Resources Management is strongly preferred.
Three (3) years successful experience in School Administration; or five years of experience in Public Administration, Business Administration, or Human Resources.
Knowledge of Human Resources functions, practices, and related employment and education laws and regulations.
Excellent organizational, time-management, and problem solving skills.
Ability to work effectively in a team environment.
Strong interpersonal skills, excellent oral and written communication skills.
Ability to deal with confidential and sensitive information in a professional manner.

TECHNOLOGY SKILLS:

Knowledge of database management as well as understanding of spreadsheet and graphing.

LANGUAGE SKILLS:

Ability to read and interpret instructions related to Student Assessment distribution and acceptable practices. Ability to communicate well with others to facilitate proper test practices and use of data.

MATHEMATICAL SKILLS:

Ability to apply concepts such as fractions, percentages, ratios and proportions in order to determine schools’ accountability.

REASONING ABILITY:

Ability to collect data, organize materials, schedule meetings, meet scheduling deadlines, and calculate needs and abilities of personnel. Ability to work with all personnel within the system regardless of personalities and maintain professional decorum in spite of adversity and disagreement.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit, stand, walk and use hands to finger, to handle, or feel objects, equipment, or controls. The employee frequently is required to talk and hear. The employee is occasionally required to reach with hands and arms, climb stairs, bend, stoop, squat, and crouch and kneel. The employee must occasionally lift, push, pull carry and/or move up to 50 pounds. Specific vision abilities required by this job include near vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. The employee is required to operate a computer, a copy machine, and other communicative devices.

WORK ENVIRONMENT:

The noise level is the work environment is usually moderately quiet.

TERMS OF EMPLOYMENT:

12 months/240 days

SALARY:

Salary to be established by the Decatur City Schools’ District Salary Schedule.
We need verification of previous public school teaching experience. Use the following information when requesting verification of experience from your past employment at other boards of education:
- Within the state of Alabama, experience must be verified on Supplement EXP
- Outside the state of Alabama, we must have a letter (on school district letterhead) or public school district form showing beginning and ending dates stating your years of service and position held while employed
- Credit is awarded for public school experience only, private, parochial, or similar experience will not be accepted
- Experience must be full time at least 50%-100% of the academic year
- Administrative credit will be awarded only for experience in the same position, i.e., principal for principal position as stated in the salary schedule
- Transfer Sick Leave: If you have sick leave from another state school system or from another state of Alabama agency, you must have a Sick Leave Transfer form sent from your previous employer to our Human Resources department
