Job Title: Director of Information Technology

Salary: $100,000 - $120,000 per year, based on experience

The Director of Information Technology (IT) is responsible for the planning, implementation, administration, security, and maintenance of all County-wide information technology systems, infrastructure, applications, and services to ensure reliable and effective technology operations throughout the County.
Duties include, but are not limited to:
1. Provides overall leadership and direction for all Information Technology (IT) Department operations.
2. Performs all duties of subordinate department personnel, as needed.
3. Oversees the administration, maintenance, security, and performance of County-wide technology infrastructure, including servers, networking equipment, cloud services, business applications, and end-user devices.
4. Directs and coordinates cybersecurity initiatives, security monitoring, endpoint protection, disaster recovery planning, business continuity efforts, and incident response activities.
5. Administers and oversees the administration of Microsoft Active Directory, Group Policy, DNS, DHCP, Exchange, Microsoft 365 tenant administration, cloud services, and related enterprise technologies. Establishes and maintains appropriate user access, permissions, security groups, and related security controls for County technology systems.
6. Oversees mobile device management solutions for County-owned and authorized personal devices, including smartphones, tablets, and other mobile technology.
7. Plans, coordinates, and manages technology projects, including software implementations, application upgrades, infrastructure improvements, hardware refreshes, and cloud migrations.
8. Negotiates, administers, and monitors technology contracts, licensing agreements, maintenance agreements, and vendor relationships.
9. Coordinates the preparation and presentation of the annual budget; directs implementation of the department budget; plans for and reviews specifications for new and replacement technology equipment, software, and services.
10. Evaluates emerging technologies and recommends solutions that improve operational efficiency, cybersecurity, reliability, and service delivery.
11. Provides technical leadership, guidance, and support to County departments regarding technology systems, security practices, and operational needs.
12. Supports cross-functional communication and alignment of technology initiatives across County departments.
13. Completes administrative duties including attending meetings, reviewing reports and statistics, preparing reports, approving payroll and invoices, responding to inquiries, and maintaining departmental records.
14. Maintains effective communication with the County Commissioners, elected officials, department heads, vendors, and other stakeholders.
Supervises all Information Technology department employees, including GIS and cybersecurity personnel. Employee carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; scheduling and approving time worked; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Bachelor's degree (B.A./B.S.) from an accredited four-year college or university in Information Technology, Computer Science, Information Systems, Cybersecurity, or a related field; and a minimum of seven (7) years of progressively responsible information technology management experience; or an equivalent combination of education, training, and experience. Microsoft certifications related to Active Directory, Microsoft 365 Tenant Administration, Exchange Administration, Cloud Services, or related technologies are preferred; or equivalent experience in applicable areas. Previous supervisory experience is required. Experience in budget development and administration, contract management, vendor management, and project management is required.
The following skills and abilities are either required or desired.
- Computer software skills required include Microsoft Outlook, Word, Excel, PowerPoint, and other Microsoft 365 applications. A working knowledge of each is required.
- Computer server skills include Microsoft Windows Server 2016 through current supported versions, Microsoft Exchange, Microsoft SQL Server, Microsoft 365 administration, cloud services administration, virtualization technologies, CrowdStrike or similar endpoint security platforms, and Veeam backup solutions. A working knowledge of each is required.
- The ability to provide on-call coverage to ensure 24/7/365 service availability, as required.
- A working knowledge of enterprise cybersecurity principles, endpoint protection, vulnerability management, and information technology auditing is required.
- A working knowledge of mobile device management (MDM) systems for administration and security of smartphones, tablets, and other mobile devices is required.
- A working knowledge of vendor-managed WAN services, networking protocols, network security, and infrastructure design is required.
- A working knowledge of switch configuration and network infrastructure management is required.
- A working knowledge of datacenter infrastructure standards, cabling specifications, server configuration, and virtual computing environments is required.
- Experience planning, coordinating, and managing technology projects including hardware replacements, software implementations, application upgrades, and infrastructure improvements is required.
- The ability to develop, manage, and monitor departmental budgets and technology spending plans is required.
- The ability to negotiate and administer technology contracts, licensing agreements, service agreements, and vendor relationships is required.
- The ability to maintain confidentiality and deal with complex, highly sensitive information is required.
- The ability to provide leadership and direction, while fostering a spirit of cooperation among various Federal, State, and local agencies, personnel and the general public is required.
- The ability to work rapidly for long periods, manage and coordinate multiple workloads, work on several tasks at the same time, and complete assignments effectively amidst frequent distractions and interruptions, often under time pressure is required.
- The ability to work with other County offices internally and externally to resolve issues is required.
- The ability to attend meetings and conferences, as needed.
- The ability to operate a computer, printer, copy machine, scanner, fax machine, and other office equipment is required.
- The ability to speak, read and write in English is required. Spanish is desired.
Pay: $100,000.00 - $120,000.00 per year
