Full Job Description

The Bilingual Parent Consultant provides culturally responsive information, training, technical assistance, and advocacy support to Spanish-speaking and English-speaking families of children and youth with disabilities and special health care needs. The consultant empowers families to understand their rights, navigate educational and community systems, build effective partnerships with schools, and access available resources.

This position also develops educational materials, conducts outreach to underserved communities, facilitates workshops, collaborates with community partners, and ensures accurate grant documentation and reporting.

Essential Duties and Responsibilities

Family Support and Technical Assistance

Provide individualized information and technical assistance to families regarding special education, early intervention, transition services, and related supports.
Conduct follow-up with families after initial contact to monitor progress and provide additional guidance.
Support families in developing communication, advocacy, and problem-solving skills.
Provide technical assistance to youth with disabilities, particularly during transition planning.
Maintain accurate and timely case documentation in Salesforce.
Close cases according to agency procedures and grant timelines.

Educational Advocacy

Assist families in understanding IDEA, Section 504, FAPE, evaluations, dispute resolution options, transition planning, and educational rights.
Help families prepare for meetings while encouraging self-advocacy and collaborative problem solving.

Training and Education

Develop and present workshops, webinars, presentations, and trainings for parents, professionals, youth, and community members.
Create culturally responsive educational materials in English and Spanish.
Utilize interactive teaching methods and technology to increase participant engagement.
Evaluate trainings using participant feedback and pre/post assessments.

Community Outreach and Partnership Development

Develop relationships with schools, healthcare providers, faith-based organizations, community agencies, and other organizations serving diverse families.
Conduct outreach activities designed to reach underserved and historically marginalized communities.
Establish and maintain community partnerships that increase awareness of Parent Information Center services.
Represent the organization at community events, conferences, councils, and collaborative meetings.

Resource Development and Communications

Research current special education and disability-related topics.
Develop fact sheets, articles, newsletters, website content, and other educational resources.
Translate agency materials into Spanish as needed.
Contribute Spanish-language content for newsletters, social media, and awareness campaigns.
Collaborate with communications staff to promote programs and resources.

Data Collection and Grant Compliance

Enter service, training, and outreach data into Salesforce accurately and timely.
Prepare monthly and quarterly reports required for grant compliance.
Monitor activities to ensure alignment with grant objectives and organizational goals.

Professional Development

Maintain current knowledge of:
IDEA
Section 504
Early Intervention
Special education regulations
Parent engagement best practices
Evidence-based educational practices
Participate in staff meetings, professional development, conferences, and technical assistance opportunities.

Qualifications

Required

Fluent in both English and Spanish (written and verbal).
Bachelor's degree in Education, Social Work, Human Services, Psychology, or a related field; equivalent lived experience and relevant work experience may be considered.
Knowledge of special education, IDEA, Section 504, or willingness to obtain training.
Strong public speaking and presentation skills.
Excellent interpersonal and communication skills.
Strong organizational and time management skills.
Ability to work independently and collaboratively.
Experience with Microsoft Office and database systems.
Valid driver's license and reliable transportation for statewide travel.

Preferred

Parent or caregiver of a child with a disability or lived experience navigating disability systems.
Experience providing family support, advocacy, or case management.
Knowledge of Delaware educational and community resources.
Experience using Salesforce or similar CRM systems.

Physical Requirements

Ability to travel throughout Delaware.
Ability to lift and transport training materials up to 25 pounds.
Ability to sit, stand, and present for extended periods.
