Full Job Description

Job Summary

Business Interface Workforce Services LLC is seeking a Workforce Development Contract Manager to provide senior-level leadership, oversight, and accountability for the Delaware TANF program. This position is responsible for ensuring that the program is operated in full alignment with contract requirements, performance expectations, policy guidelines, and the company’s outcome-driven workforce development model.

The Contract Manager serves as the primary leader responsible for maintaining the integrity and success of the contract. This includes monitoring performance, strengthening operational systems, supporting center leadership, ensuring compliance, and building strong, professional relationships with contract administrators and key stakeholders. The ideal candidate must be highly organized, performance-focused, relationship-oriented, and capable of leading teams toward measurable results.

Duties

Maintain full knowledge of the Delaware TANF contract, including the scope of work, performance expectations, reporting requirements, referral processes, program policies, and compliance standards.
Ensure all program activities are implemented in accordance with contract requirements, state expectations, and internal Business Interface standards.
Serve as a senior point of contact for contract administrators, state partners, referral sources, and other key stakeholders.
Build and maintain strong, professional, and solutions-oriented relationships with contract administrators.
Represent Business Interface in contract meetings, performance discussions, stakeholder meetings, and other required engagements.
Monitor contract performance on a consistent basis to ensure the program meets or exceeds established goals.
Review performance data, identify trends, and develop strategies to address areas of concern.
Ensure center leaders and program staff understand performance expectations and are held accountable for results.
Support program leadership in strengthening participant engagement, attendance, job readiness, employment placement, retention, and documentation quality.
Identify potential compliance, performance, staffing, or operational concerns early and work with leadership to resolve them.
Ensure all required reports, updates, documentation, and deliverables are submitted accurately and on time.
Monitor the quality of participant records, case notes, attendance documentation, employment outcomes, and other required data entries.
Work with internal compliance and quality assurance staff to prepare for audits, reviews, monitoring visits, and corrective action requests.
Lead or participate in internal performance meetings to review outcomes, barriers, staffing needs, and corrective action plans.
Support center leaders and frontline staff by providing direction, coaching, accountability, and problem-solving support.
Ensure staff are properly trained on contract requirements, performance expectations, documentation standards, and service delivery procedures.
Promote a culture of urgency, professionalism, accountability, participant engagement, and measurable outcomes.
Work with senior leadership to evaluate program needs, staffing levels, service delivery gaps, and opportunities for improvement.
Maintain regular communication with company leadership regarding contract status, risks, performance trends, and stakeholder concerns.
Support continuous improvement by reviewing workflows, strengthening internal systems, and implementing strategies that improve program outcomes.
Ensure the Delaware TANF program reflects Business Interface’s commitment to performance, compliance, professionalism, and results.

Required Qualifications

Bachelor’s degree in business administration, public administration, social services, workforce development, human services, or a related field preferred.
Minimum of three to five years of experience in contract management, workforce development, human services, public benefits programs, TANF, employment services, or a related field.
Prior experience managing government-funded programs strongly preferred.
Experience supervising staff, managing performance, and supporting multi-site operations preferred.
Strong understanding of workforce development, employment placement, case management, participant engagement, and performance-based programming.
Ability to interpret contracts, policies, program requirements, and performance expectations.
Strong written and verbal communication skills.
Strong organizational, problem-solving, and leadership skills.
Ability to build and maintain professional relationships with funders, contract administrators, staff, and community partners.
Ability to analyze data, identify trends, and implement performance improvement strategies.
Proficiency with Microsoft Office, data systems, reporting tools, and case management platforms.
