Full Job Description

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Office of the Chief Medical Officer (OCMO), Office of Prevention and Health Initiatives (OPHI). The incumbent will lead State of the State Initiatives including the New York State Trauma Informed Network and Resource Center (NYSTINRC) and the BeWell Public Awareness Campaign, serve as a liaison between OMH and providers, oversee the implementation of provider contracts and work plans, provide day-to-day programmatic implementation guidance and stay abreast of the current landscape of wellness and trauma-informed/trauma-responsive practices through research and conference participation.

Specific duties include, but are not limited to, the following:

Have the ability to compile and analyze both written and verbal information.
Serve as a proactive resource ensuring the Office understands the current landscape of wellness and trauma-informed/trauma-responsive practices.
Be responsible for up to date gathering of information and best practices as they relate to addressing social determinants of health.
Be responsible for the identification of emerging issues in the field and the need to analyze data and current policy as appropriate.
Plan, develop, track and monitor implementation of office initiatives/special projects.
Work closely with OPHI leadership and staff to develop process and outcome indicators to track program performance and inform program operations.
Offer recommendations for data-driven tracking and refinement of program outcomes.
Provide program development and oversight as well as Contract management.
Build relationships and arrange meetings with key stakeholders to coordinate and streamline trauma activities between the Office and external partners.
Draft policy recommendations.
Prepare and participate in presentations at local, regional, and national conferences.
Work independently as well as on a team.
Proficiency standard office technology and Microsoft Word, Excel, and PowerPoint.
Participate actively in other activities and duties as assigned.

Minimum Qualifications Non-competitive (NYHELPS):
A bachelor's degree in biology and all subspecialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three* years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in biology and all subspecialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Transfer Opportunity:
Candidates must have permanent competitive or 55b/c status as a Mental Health Program Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to the Mental Health Program Specialist 2 title; Transfer candidates must also possess a bachelor’s or higher degree in a qualifying degree field* listed above.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
