Full Job Description

Our Mission:

Allen County Job and Family Services, with support of regional employers, economic development, and community partners, is committed to building a stronger community by promoting self-sufficiency. 

We are dedicated to assisting Allen County families and individuals achieve their highest level of stability and independence through career development and supportive services. 

Hours: 8:00 A.M.- 4:30 P.M., Monday – Friday

Description of Duties:

Determines eligibility for clients applying for child care services; including information gathering,

documentation of income and resources.

Completes necessary paperwork and data entry on client caseload and child care providers for effective case management.

Maintains ongoing case load of active clients. Completes required reports.

Conducts all interviews, inspections, and reference checks necessary to approve or deny applications to be child care providers.

Conducts ongoing evaluations and re-certifications of child care providers. Investigates complaints which allege childcare providers to be out of compliance with State or local regulations or policies.

Documents results of such investigations and completes related forms and reports. May provide technical assistance and training to child care providers. Monitors and tracks provider participation in training.

Determines eligibility for clients applying for Non-Emergency Transportation, Publicly Funded Child Care, Title XX, PRC (Prevention, Retention and Contingency), and other Social Service programs.

Completes client budget of household expenses.

Contacts third party (e.g. landlord, car dealer, utility company, etc.) and local partner agencies to confirm plan of assistance.

Identifies and arranges most cost-effective transportation services and arranges for services for clients as needed.

Maintains accurate records.

Completes needed correspondence and documentation.

Assists with Information and Referral (I & R) through initial interview or telephone conversations.

Assesses client’s needs and makes appropriate referrals to other social service agencies in the community.

Attends meeting and training sessions at the State and local levels to learn new methods, regulations, and policies.

May do public speaking to external partners regarding child care and/or other social services.

Other duties as assigned, (e.g. filing, correspondence, attends trainings and meetings, does public speaking to inform public of services, assists other employees, assists in training interns, etc.)

Regular, predictable attendance is an essential function of the position.

Salary and Benefits:

Starting pay is $22.75 - $23.75 per hour

$23.25 per hour with completed Associate Degree

$23.75 per hour with completed Bachelor’s Degree Up to $0.75 per hour increase after passing probation

Monday - Friday (37.5 hours per week) 8:00 a.m. - 4:30 p.m.

Minimum Qualifications:

Candidate must be proficient in Microsoft Word, Excel, Access and Outlook.

Candidate must have undergraduate major core coursework in behavioral science, social science, business, or education, one course or six months experience in interviewing techniques, and one course or six months experience in typing, keyboarding, or word processing OR education, training and/or experience in an amount equal to the Minimum Qualifications stated above.

Knowledge Skill and Ability:

Knowledge of: Budgeting; Public Relations; Interviewing

Ability to:

Deal with problems involving several variables in familiar context

Apply principles to solve practical, everyday problems

Interpret variety of instructions in written, oral, picture or schedule form, define problems, collect data, establish facts and draw valid conclusions

Comprehend and record figures accurately

Add, subtract, multiply and divide whole numbers

Comprehend simple sentences with common vocabulary

Copy material accurately and recognize grammatical and spelling errors

Complete routine forms; maintain accurate records

Originate routine business letters reflecting standard procedures

Understand manuals and verbal instructions, technical in nature

Use proper research methods in gathering data

Work alone on most tasks

Answer routine telephone inquiries from public

Handle sensitive inquiries from and contacts with officials and general public

Resolve complaints from angry citizens and government officials
