About the Role
As a Personal Property Appraiser, you will help our community by figuring out the fair value of business-owned property in Delta County. Do not worry if you have never done this before—we provide full training to teach you everything you need to know about the local rules, property laws, and our office software.
In this role, you will balance your time between working in our office, visiting local business sites to check property details, and helping community members who have questions about their property values. You will also learn how to process important paperwork like mobile home transfers, legal property documents, and land maps.

GENERAL POSITION DESCRIPTION:
Personal Property Appraiser:
The Personal Property Appraiser is responsible for valuing taxable business personal property, through established processes identified within the Colorado State Statutes, the Assessors Reference Library and office policy. The Personal Property Appraiser maintains personal property records and performs field appraisals and internal audits within Delta County as well as supporting protested valuations. The Personal Property Appraiser complies with the State of Colorado assessment calendar deadlines and Delta County policies and procedures. The position requires the ability to interact with the public in a knowledgeable and professional manner.
The Personal Property Appraiser will be trained to process mobile home and real property ownership transfers, plats and other legal documents. This position will also cross-train with the real property appraisal staff, assist customers at the front counter and answer phones.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
Personal Property Appraiser:

Discover, list, classify and value all taxable personal property in the County.

Assists in valuing producing severed mineral interests and natural resource production, valuation of possessory interests and oil and gas equipment and production located within the County.

Applies the principles of business personal property valuation in accordance with the statutes and the Assessment Calendar.

Performs field audits of business personal property at business premises to establish a basis for valuations.

Responds to public inquires (in person, telephone, email, mail) regarding the personal property ad valorem process.

Maintains database, systems, and records (legal parties, tax area, taxable status) pertaining to personal property. Creates, records, and maintains information about business personal property attributes using Tyler ECS software or other software as required.

Researches and confirms business personal property listings using available resources.

Organizes and maintains department files; sorts and scans a variety of documents, including sensitive and confidential information.

Receives, tracks, and processes all documentation relating to taxable personal property received within the department.

Generate and provide declaration schedules, abatements and other forms requested by owners/agents.

Researches personal property ownership and agents to ensure accurate recordkeeping.

Read and remain current of legal transfer statutes and procedures.

Utilize GIS/Pictometry, and other available resources to identify and add omitted property to the tax rolls.

Maintain confidentiality when processing confidential documents.

Receive and process property tax exemption applications

Ensures compliance with the State of Colorado's annual audit policy; assist with any state auditing requirements and descriptions in connection with valuation work.

Receives and processes personal property protests thru all levels of appeal.

Becomes proficient in performing all duties associated with mobile home and real property transfers.

Processes subdivision, re-subdivision, townhome, condominium, and planned unit development plats.

The primary location of employment for this position is the designated Delta County office with the exception of required duties that are to be performed off site as necessary. The employee is required to perform the majority (generally, at least 95%) of assigned duties from this designated office location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file.

GENERAL JOB DUTIES:

Mails annual declarations for all taxable personal property, producing natural resources and oil/gas accounts.

Remains up to date on technical and professional knowledge by attending educational workshops, joining professional associations, building networks with fellow professionals and reviewing of industry publications.

Establish and maintains effective working relationships with department heads, other governmental agencies, other employees, officials and the general public.

Should the Board of County Commissioners or another authorized representative issue a local disaster declaration in Delta County, all Delta County employees may be called upon to serve as disaster service workers.

Requirements:

Education:

High School diploma or GED is required; associates degree or higher is preferred.

Additional coursework in personal property assessment, accounting/bookkeeping, auditing of business personal property, property tax, and Colorado tax laws and statutes is preferred.
Experience:
Personal Property Appraiser:

Successful completion of Personal Property Appraisal courses within first two (2) years of employment

Successful completion of two-day Uniform Standards of Professional Appraisal Practice course
-
At least two (2) years of experience in a business office environment providing customer service to the public, answering phone calls, emails and other communications is required.
Licenses/Certifications:

Current and valid Colorado Driver’s License required.

Must successfully pass background check.
Combination of education and experience could waive specific requirement.

PHYSICAL REQUIREMENTS:
Physical Requirements: Ability to walk, stand, sit, type, use hands to finger, handle or feel objects or tools, reach with hands and arms, talk, listen, hear, read, see, lift, grasp, pull, drive, bend, walk on rough terrain, climb terrain and stairs, climb in/out of vehicle is required.
Lifting: 25-pound requirement
Exposure to Elements: Normal office conditions; extreme weather, sun, dust, wind, rain, road conditions, cold, snow, ice, heat; requires driving and walking during inclement weather is likely.

Risk of Assault or Injury: Verbal assault on the telephone or in person possible; there is a risk of physical injury when performing property site visits.
