Under the direction of the Millard County Building Official, performs technical building inspection duties to ensure compliance with Utah-adopted construction codes, approved plans, specifications, permit conditions, and County requirements. The employee conducts residential and commercial inspections, assists with permitting activities, performs limited plan review, documents inspection results, and provides professional assistance to contractors, property owners, design professionals, and the public.
The work requires sound judgment, independent decision-making, accurate documentation, effective communication skills, and the ability to travel throughout Millard County’s large rural jurisdiction.

ESSENTIAL FUNCTIONS
Conducts inspections of permitted residential and commercial construction within the scope authorized by the employee’s current Utah license and certifications.
Inspects building components including, but not limited to, footings, foundations, reinforcing steel, concrete, framing, structural systems, electrical, plumbing, mechanical, fuel-gas, energy, accessibility, fire and life-safety features, and final completion.
Inspects manufactured housing, modular buildings, agricultural structures, and other specialized construction as assigned.
Reviews approved plans, engineering documents, specifications, and permit conditions before and during construction.
Identifies unsafe, defective, or noncompliant construction and prepares clear correction notices citing applicable requirements.
Performs follow-up inspections and verifies completion of required corrections.
Documents inspection results, photographs, permit information, and daily activities using County inspection and permitting systems.
Answers questions from contractors, owners, architects, engineers, and the public regarding applicable building codes and permit requirements. Refers complex interpretations or disputes to the Building Official.
Processes building permit applications, assists with permit research, performs limited plan review, investigates complaints, assists with damage assessments, and supports code enforcement activities as assigned.
Maintains accurate inspection records, route information, and related documentation.
Operates a County vehicle and travels throughout Millard County to residential, commercial, industrial, and rural construction sites.
Attends required training and maintains all assigned Utah licenses and ICC certifications.
Performs related duties as assigned by the Building Official
MINIMUM QUALIFICATIONS
- Education and Experience:
High school diploma or equivalent;
AND
Three (3) years of progressively responsible experience in building construction, a skilled trade, construction supervision, construction management, plan review, inspection, or a closely related field.
OR
An equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities necessary to perform the work.
2. Knowledge, Skills and Abilities:
Considerable knowledge of International Codes and Utah-adopted construction codes.
Knowledge of modern construction methods, materials, and standard construction practices.
Knowledge of basic mathematics and its application to construction and engineering calculations.
Ability to read and accurately interpret architectural plans, structural drawings, engineering documents, specifications, and permit requirements.
Ability to recognize unsafe, defective, or noncompliant construction.
Ability to consistently apply adopted codes and County requirements.
Ability to explain code requirements clearly while recognizing that contractors and design professionals are responsible for their own design decisions and construction methods.
Ability to prepare accurate, concise, and defensible inspection records.
Ability to organize inspection routes, prioritize competing demands, and work independently with limited supervision.
Ability to maintain professionalism during disagreements, enforcement situations, and difficult conversations.
Ability to establish and maintain effective working relationships with contractors, architects, engineers, County employees, elected officials, and the public.
Ability to effectively communicate both verbally and in writing.
Ability to operate computers, tablets, electronic permitting systems, email, cameras, and mobile applications.
3. Special Qualifications and Other Requirements:
Must acknowledge and comply with the annual Statement of Ethical Conduct.
Must comply with all Millard County policies and procedures.
Must possess at least one (1) current ICC Inspector Certification at the time of hire.
Must complete additional ICC certifications according to the certification schedule established by Millard County.
Must maintain all required Utah Department of Professional Licensing (DOPL) licenses and certifications applicable to assigned inspection duties.
Must possess a valid Utah Driver License with an acceptable driving record.
Preference may be given to applicants possessing:
● ICC Residential Combination Inspector certification.
● ICC Commercial Combination Inspector certification.
● Equivalent ICC discipline-specific certifications.
● ICC Residential or Commercial Plans Examiner certification.
● Utah contractor or trade license.
● Education in construction management, architecture, engineering, or related fields.
● Experience as a superintendent, foreman, project manager, plans examiner, or skilled tradesperson.
● Experience with electronic permitting software and digital construction plans.
● Experience inspecting rural, agricultural, manufactured, industrial, solar-energy, or specialized construction.
4. Work Environment:
Work is performed in both office and field environments. The employee regularly works at active construction sites and outdoors in varying weather, terrain, and site conditions.
The employee must be able to walk over uneven ground and construction debris; climb ladders and stairs; enter crawlspaces, attics, excavations, and other restricted areas when safe and necessary; bend, kneel, stoop, reach, and maintain balance; lift and carry approximately 30 pounds; and operate a County vehicle for extended periods.
The employee may be exposed to construction hazards including heights, dust, fumes, airborne particles, electrical hazards, chemicals, noise, and changing weather conditions.

COMPENSATION AND BENEFITS
Placement within the applicable County pay range will be based on relevant construction experience, ICC certifications, Utah licensure, education, and demonstrated ability.
Advancement from Building Inspector I to Building Inspector II is not automatic and requires additional certifications, satisfactory performance, demonstrated competency, and approval under Millard County personnel and compensation policies.
