Position Summary:
The Educator Talent Associate Program Manager position leads and oversees the administration of all Educator Talent grant programs, including the management of grant program structures, applications, and evaluation support. The Educator Talent Associate Program Manager supports the Educator Talent Program Manager by providing project management expertise to division teams in the areas of human resources, recruitment and hiring, procurement, accounting, budgeting, policy, systems management, and communication. This role will be an integral member of the team serving as a liaison to multiple parties, such as Department staff, state education agencies, stakeholders, and vendors, to formulate a coherent interpretation of all parties' needs while ensuring integrity to the project, program, and/or system.
The final salary is anticipated to fall within the posted salary range; however, it could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.
Major Duties and Responsibilities:
A. Creates, implements, and leads all Educator Talent grant programs through development efforts, including grant application development and
administration, initial reviews, technical support, process improvement, ongoing technical assistance, and all communications to grantees.
B. In conjunction with the Grants Fiscal Office at the department, distribute funds directly to grantees and provide any technical assistance regarding
program questions.
C. Leads and facilitates rule development and revision in conjunction with supervisor and division leadership as needed for grant and corresponding efforts
in the Educator Talent division.
D. Develops evaluation plans as determined by statute and in conjunction with the Director of Educator Talent Research and Impact. Creates consistent
grants program evaluation processes, conducts evaluation, and creates legislatively mandated reports and presentations, which include grant
implementation, findings, promising practices, program improvements, and recommendations to the State Board to either extend or revoke grants for the
upcoming year.
E. Works with the other Educator Talent offices to integrate retention and recruitment grants within existing programs, monitors implementation, and
impact of grant programs, fosters relationships, and makes connections between grantees, districts/BOCES and/or Colorado educator preparation agencies.
F. Provides technical assistance to all grantees for application and administration. Makes formal and informal presentations about the grant program,
promising practices and lessons learned upon request.
G. Develops and maintains resources in project management (Smartsheet) and customer relationship management (Salesforce) tools that convey timely
information to internal stakeholders.
H. Manages the procurement process of pre-bid educational materials for assigned contracts, which may include, is not limited to, defining the scope of
work and related information necessary for purchase orders, documented quotes (DQ), request for information (RFI), and request for proposals (RFP), which
includes all aspects of contract management, including renewals, amendments, and contract negotiations.
I. Develops project budgets, schedules, work plans, and cost estimates/projections as assigned in order to identify cost savings, administers, and monitors
contracts, including contract negotiation and preparation of contract recommendations, and monitors projects for conformance to approved plans and
contract specifications.
J. Develops and creates training materials and resources, as well as delivers formal and informal training to instruct internal and external stakeholders on
policies and procedures to ensure consistency throughout the Division.
K. Ensure timely and accurate communication of office initiatives and opportunities for internal and external stakeholders by developing and implementing a comprehensive communication plan, as appropriate, for ongoing and new initiatives.
L. Other duties as assigned.
