About the Work Unit
The Domestic Violence and Sex Offender Management Unit (ODVSOM) exists to perform all tasks related to the administration of the Sex Offender Management Board (SOMB) and the Domestic Violence Offender Management Board (DVOMB), including serving as the central repository for information concerning all aspects of program administration and compliance and ensuring compliance with the statutory mandates of these programs. Each of the Boards is charged with multiple duties related to setting state-wide standards for the comprehensive evaluation, treatment and continued monitoring of convicted domestic violence and sex offenders. Work is accomplished through the development of public policy in a collaborative environment that is inclusive of criminal justice agencies, mental health professionals, crime victim serving agencies, human services agencies and other professionals and stakeholder groups. The work is based upon research, policy and practice that are evolving in nature.
Each of the Boards is charged with a wide range of duties related to the comprehensive evaluation, treatment and continued monitoring of convicted domestic violence and sex offenders. This body of work is based upon national and local research and promising practices that are evolving in nature. Tasks are accomplished by the development of public policy in a collaborative environment that includes criminal justice agencies, mental health treatment professionals, crime victim service agencies, human service agencies and other allied professionals. The unit collects, analyzes, produces and disseminates standards, policies and information concerning domestic violence and sex offense specific treatment and containment. These efforts assist the General Assembly, the Governor's office, and other state and local agencies, in order to enhance the quality of criminal justice efforts to ensure public safety statewide.

About the Job
This position coordinates the application and compliance review processes as specified in the Standards and Guidelines for the Sex Offender Management Board (SOMB).
This position serves as the staff authority in regards to the complex process of the Application Review Committee (ARC) and the regulatory function of the SOMB per 16-11.7-106 C.R.S. This includes responsibility for the maintenance of the SOMB Approved Provider List and staff oversight for the administrative work to maintain this List. This position works with the SOMB Application Review Committees (ARCs) to advise, support, and guide the statutorily mandated work of these Committees.
Key Responsibilities
Coordinate Application, Complaint, and Standards Compliance Review Process
This position serves as the primary staff for the SOMB ARC regarding statutory mandates related to the regulatory functions of the application and complaint processes for treatment providers, evaluators, polygraph examiners, and applicants related to these approved providers. This position provides staffing and oversight for the SOMB ARC as well as provides clarification on policies, and advises on the need for changing policies. The position provides policy recommendations to the ARC and the Board.
This position recommends approaches to technical assistance for various agencies and providers for the purpose of implementing the provider application process and outcomes of Standards Compliance Reviews for and complaints against providers. This position advises the ARC on processes for individual communities with vastly differing resources and needs, and must be sensitive to the issues of equity, diversity, and inclusivity related to providers and clients.
Maintain and Oversee the Provider Data Management System and Approved Provider Lists
This position maintains provider application and renewal records, and responds to complaints and questions from applicants, providers and stakeholders. This position maintains the statewide SOMB Approved Provider Lists and responds to complaints and questions regarding providers.
Effective Communication with Stakeholders
This position determines appropriate responses to applicant questions, and explains and interprets standards and policies related to the application process. This position is the staff liaison with the Department of Regulatory Agencies (DORA), ensuring that the DORA Mental Health Boards and staff are advised and knowledgeable regarding the SOMB Standards. This position develops, and facilitates collaborative processes and relationships with DORA and other interested stakeholders in order to maintain an effective system for the resolution of complaints against SOMB providers.
Research Analysis
This position works with the ODVSOM Staff Researchers to analyze application and service provider data to provide periodic evaluation regarding the number of service providers, the number of applications processed, the number of complaints processed, the number of Standards Compliance Reviews processed, and any other metrics pertinent to the governance and management of the SOMB.

Conditions of Employment
