Job Overview
Are you passionate about making a real impact in people’s lives? We are seeking an energetic and dedicated HCBS Program Manager to lead and oversee our Home and Community-Based Services (HCBS) programs on a full-time basis. This pivotal role involves managing program development, ensuring compliance with state and federal regulations, and fostering strong relationships with individuals receiving services, their families, and community partners. The ideal candidate will bring passion for social work, experience in program management, and a commitment to enhancing the quality of life for individuals with developmental disabilities. Join us in making a meaningful impact by coordinating services that promote independence, dignity, and community integration.

Duties

Oversee daily operations of HCBS services (Supported Community Living, Host Home)
Coordinate training sessions for staff on applicable topics, including administrative procedures
Ensure services align with person-centered service plans
Monitor documentation for accuracy, timeliness, and compliance
Oversee and ensure compliance with all applicable policies, licensing requirements, and state/federal regulations related to HCBS programs.
Lead incident review, reporting, and follow-up
Coordinate with members, families, case managers, and care teams to facilitate seamless service delivery
Manage staffing, scheduling, and service coverage
Conduct regular program assessments to monitor quality standards, client satisfaction, and behavioral outcomes.
Perform other duties as assigned
Hire, supervise, train, evaluate and support DSPs and team members

Skills

Proven management experience with the ability to lead teams in a dynamic care environment.
Strong background in program development and implementation within social services or healthcare settings.
Experience working directly with individuals with intellectual disabilities or behavioral health needs.
Excellent relationship management skills to foster collaboration among clients, families, community partners, and internal teams.
Solid administrative skills including record keeping, reporting, budgeting, and compliance documentation.
Supervisory experience demonstrating effective team leadership and staff development capabilities.

Minimum Qualifications

Bachelor’s degree preferred (in health/human/social services or related fields)
Experience in HCBS, caregiving, or human services
2+ years of supervisory or leadership experience in an Iowa HCBS setting
Ability to pass all required background checks
Valid driver’s license
Preferred Qualifications
Strong experience managing HCBS Waiver services or similar programs
Knowledge of Iowa HCBS waiver services and regulations
Experience with documentation, audits, or compliance processes
