Position Summary:
The HR Project Manager is an operations leader, providing high-level and confidential support to the HR Leadership team while strategically managing projects across the entire Human Resources division. This role combines strategic project management with day-to-day HR operations, ensuring the smooth execution of both departmental and district-wide initiatives. The HR Project Manager is responsible for leading multiple projects from concept to completion and offering operational and data support for key HR functions. This role is critical in leading work for the HR department focused on continuous improvement, supporting the identifying areas for process optimization, and assisting with HR data projects and metric tracking.
In addition to the above, the HR Project Manager maintains high-level administrative support to the Chief Human Resources Officer including correspondence, research and reporting, constituent relations, payroll, budget tracking, and purchasing, as needed.
This position requires a detail-oriented, organized, and proactive professional who can manage competing priorities with discretion. Strong communication skills, a customer service mindset, and the ability to collaborate effectively across teams are essential for success.
Minimum Qualifications:

Bachelor's degree from an accredited college or university required; master's degree preferred;

Experience and track record of success in developing cross-departmental project plans including goals, milestones, dates, and responsibilities using project management software and tools;
- Experience developing and publishing external and internal stakeholder communication;
- Demonstrated proficiency with People Soft 9.0+

Strong written and verbal communication skills and ability to engage and present information across stakeholder groups;

Experience drafting communication on behalf of key organizational leaders;
- Ability to work independently and with minimal supervision;

Strong data, analytical, problem-solving, and decision-making skills;

PMP certification, or relevant completed coursework (preferred).
Essential Functions:

Lead the planning, execution, and tracking of HR projects. These projects will be aligned with departmental and district strategic priorities as assigned by the HR Operations division and/or Chief Human Resources Officer.

Collaborate with HR and cross-functional departmental teams to define project scope, timelines, deliverables, and success metrics.

Create and manage project tracking tools and workflows to promote accountability, transparency, and informed decision-making.
- Provide operational and logistical support for core HR functions, including recruitment, staffing, employee records, employee relations, benefits, leave management, talent development, and labor relations.
- Identify and implement opportunities to improve and modernize HR systems, processes, and overall employee experience.

Assist with payroll processing, budget monitoring, purchasing, and vendor coordination for the HR department, as needed.
- Provide high-level administrative support to the Chief Human Resources Officer, including calendar management, confidential correspondence, communications development, and reporting, as needed.
- Manage and evaluate staff, utilizing district evaluation tools and guidelines.
- Oversee the development and execution of clerical professional development initiatives that customer service, front office operations, and overall service quality.
- Support HR Teams in collecting, organizing, and analyzing key HR data aligned to department goals and key performance indicators by designing and maintaining dashboards, graphs, and data visualizations using tools like Excel, Power BI, and/or HRIS platforms.
- Prepare regular reports and presentations to support data-informed decision-making.

Assist with salary determination and redetermination processes.

Draft, review, and submit reports, correspondence, presentations, and internal communications.
- Serve as a point of contact for constituent inquiries, ensuring timely and appropriate resolution.
- Develop and enhance workflows using technology platforms such as PeopleSoft 9.2+, Qualtrics, Power Automate, Jobvite, Case IQ, and Office 365.
- Perform additional duties as assigned.
