Full Job Description

FSA Federal (FSA) is focused on delivering unsurpassed services in support of law enforcement and homeland security. We currently have a potential vacancy for a Senior Financial Analyst/Investigator. In this role, you will be supporting the overall mission of the US Attorney's Office (USAO). If you are looking for a meaningful, mission driven career, Join FSA!

A Senior Financial Analyst/Investigator performs, but is not limited to the following duties:

Assist AUSAs and investigative agencies in conducting complex financial, forensic, statistical, identity-based, and program-integrity analyses in support of federal criminal investigations and prosecutions involving federal fund and program fraud.
Analyze and audit program and benefit funding, eligibility determinations, application materials, identity documents, SNAP/Medicaid/Medicare/SSA records, UI claims, tax records, grant expenditures, procurement submissions, and other records relevant to benefit and program fraud, identity theft, and false-statement offenses.
Conduct comprehensive analyses of benefit claims involving SNAP, Medicaid, Medicare, VA programs, SSA benefits, Unemployment Insurance, Federal Student Aid, and other federally funded benefit programs implicated in fraud schemes.
Assist with data-driven analyses including pattern recognition, anomaly detection, clustering, and comparative analyses to identify suspicious activity, fraudulent claims, identity misuse, coordinated criminal activity, and large-scale fraud networks.
Conduct loss-amount calculations for criminal charging, plea negotiations, restitution, forfeiture, and sentencing purposes, including calculations of actual and intended loss consistent with federal criminal law and sentencing guidelines.
Perform asset tracing and financial-flow analysis to identify proceeds of fraud, concealment schemes, shell entities, commingled assets, and financial recoverability for restitution and forfeiture actions.
-and organize digital and documentary evidence using analytical and visualization tools.
Assist with financial and benefit-tracing analyses involving individuals, conspiracies, corporate entities, healthcare providers, contractors, grant recipients, and other targets or subjects of federal criminal investigations.
Conduct forensic accounting analyses involving incomplete, altered, encrypted, falsified, voluminous, or electronically stored records; identify forged or manipulated documents; and reconcile conflicting data sources.
Review and analyze banking records, tax records, medical provider documentation, claims submissions, contracts, invoices, benefit applications, eligibility certifications, correspondence, digital communications, metadata, identity documents, and other evidence relevant to criminal investigations.
Prepare concise and accurate investigative reports, schedules, spreadsheets, charts, link-analysis diagrams, timelines, visualizations, data summaries, and other analytical materials for use in investigative decision-making, charging, plea negotiations, discovery, hearings, and trial.
Assist with witness interviews, subject interviews, and investigative debriefings in coordination with AUSAs and federal agents, including analysis of statements for inconsistencies or corroboration with documentary evidence.
Assist AUSAs, USAO support staff, and investigative agencies with trial preparation, exhibit creation, demonstrative evidence preparation, discovery organization, and other litigation-support activities.
Attend investigative meetings, witness interviews, proffers, hearings and trial proceedings as requested.
Assist in preparing affidavits, subpoenas, declarations, evidentiary summaries, charts, and other materials supporting criminal complaints, search warrants, indictments, and trial presentations.
Utilize electronic databases, government systems, law enforcement tools, and publicly available sources to identify assets, financial information, identity links, program participation data, and other relevant evidence.
Assist with organizing, indexing, and managing both documentary and electronic evidence in accordance with federal discovery protocols and security requirements.
Prepare interim and final investigative reports to summarize findings, document methodologies, and support prosecutorial decisions.
Assist in developing analytical methodologies, forensic approaches, and investigative strategies related to benefit program reviews, identity misuse detection, forensic accounting, data analysis, and financial investigations.
Work collaboratively with AUSAs, federal agents, agency personnel, and support staff to identify potential criminal violations, including theft of government funds, wire fraud, mail fraud, identity theft, aggravated identity theft, false statements, conspiracy, and related offenses.
Utilize industry-standard financial, auditing, analytical, statistical, forensic, or visualization software tools.
Perform other related duties as assigned and within scope.

A Senior Financial Analyst/Investigator must meet the following qualifications:

Bachelor's degree or higher in accounting, finance, economics, statistics, data analytics, or related field.
Minimum three (3) years of professional experience involving accounting, auditing, forensic accounting, financial investigations, statistical analysis, or related analytical work.
Proficient in Microsoft Office applications, including Excel, Word, PowerPoint, and Access.

Preferred:

Certified Public Accountant (CPA) Certification
Certified Fraud Examiner (CFE) Certification

This position requires U.S. Citizenship and a 7 (or 10) year minimum background investigation.
