Business Analyst
Are you passionate about using technology and data to improve public services? Cynerge Consulting is seeking a Business Analyst to join a collaborative team supporting the State of Michigan's education data modernization initiative.
This project will modernize Michigan's education data environment through a unified platform for data collection, validation, reporting, and secure information exchange. The solution will extend a standards-based architecture that combines existing systems with Azure cloud services.

Role and Responsibilities
You will work with State stakeholders, product owners, architects, developers, testers, and data specialists to understand business needs and translate them into clear, testable requirements for a multi-phase education data modernization program.
This hands-on consulting role will support requirements validation, gap analysis, process design, traceability, user acceptance, and implementation planning across organization and K-12 student data domains.
Day to day, sample responsibilities include, but may not be limited to, the following:
· Facilitate discovery sessions, interviews, workshops, and process walkthroughs with business and technical stakeholders
· Elicit, analyze, document, and validate functional and nonfunctional requirements
· Develop and maintain business process models, user stories, acceptance criteria, use cases, and workflow documentation
· Create and maintain requirements traceability matrices across requirements, designs, releases, test cases, and deliverables
· Perform gap analyses between current capabilities, proposed solutions, and State requirements
· Support backlog refinement, sprint planning, demonstrations, and other Agile ceremonies
· Partner with data and technical teams to clarify business rules, data quality requirements, validation logic, and reporting needs
· Support user acceptance testing, defect triage, readiness reviews, and stakeholder signoff
· Identify risks, dependencies, assumptions, and change impacts and communicate them clearly
· Help ensure requirements reflect accessibility, security, privacy, usability, and State standards
· Coordinate requirement reviews and approvals with State stakeholders and project leadership
· Document current-state and future-state processes, including roles, handoffs, decisions, and exception paths
· Support release planning by organizing requirements into logical phases and implementation increments
· Assist with training, change management, and operational readiness activities
Prerequisites
The ideal candidate for the Business Analyst position will possess the following:
Requirements:
· 5+ years of business analysis experience on complex software or data projects
· 5+ years experience facilitating meetings with clients and stakeholders to gather and document requirements and user stories
· Experience producing requirements traceability matrices, user stories, acceptance criteria, process flows, and gap analyses
· Experience working in agile software development environments
· Strong written, verbal, facilitation, and stakeholder-management skills
· Ability to build consensus across stakeholders with different priorities and levels of technical knowledge
Preference for:
· Residents of Michigan due to occasional in-person meetings and collaboration with State of Michigan stakeholders.
· Must be legally authorized to work in the United States and able to perform work from within the United States.
· Bachelor's degree in Business, Information Systems, Computer Science, Education, or a related field
· Experience with state government, education data, student information systems, or longitudinal data systems
· Familiarity with CEDS or other education data standards
· Experience with Azure-based applications, APIs, data integrations, reporting, or Power BI
· Business analysis or Agile certification such as CBAP, CCBA, PMI-PBA, CSM, or SAFe
· Experience supporting human-centered design, accessibility, and user research
· HUBZone residency (certified at https://maps.certify.sba.gov/)
