Jobs-Plus Assistant Director

Background:
Founded in 2004, the mission of Urban Upbound is to provide residents of public housing neighborhoods the tools and resources needed to achieve economic mobility and self-sufficiency, and to break cycles of poverty.

Urban Upbound advances its mission through five integrated programs: employment services, financial counseling, youth development/college and career access, the Urban Upbound Federal Credit Union, and community revitalization services.

Jobs-Plus is a proven place-based employment program designed to increase the earnings and employment of working age public housing residents. Jobs-Plus uses a three pronged approach which includes: employment-related services; financial incentives that make work pay; and community supports for work, the strengthening of social ties among residents and community stakeholders to support residents’ job preparation and work efforts.

Position Description:
Reporting to the Program Director, the Assistant Director is a key member of the Jobs-Plus team to ensure that the program is on track to meet and exceed all stated outcomes including membership, job placement, retention, financial, and educational milestones, while serving residents of public housing with high quality programming. Responsibilities include:

● Assisting the Program Director on all contractual matters and ensuring program goals relating to the Jobs-Plus Initiative are met;

● Ensuring daily operations run smoothly through management of program and front-line staff; fostering positive and collaborative relationships with staff and provide group and one-on-one support and guidance to staff members

● Evaluating the Jobs-Plus Initiative quantitatively and qualitatively and developing modifications based on emerging needs. Creating reports, as requested, for approval of Program Director and
Data & Evaluation Manager;

● Developing a strong relationship with existing community stakeholders including residents,
Residents’ Association, NYCHA services and Management, businesses and other community-based organizations;

● Assisting Program Director in building “Community Support for Work” in the development, a framework that encourages peer-to-peer networking and information sharing throughout job search, attainment, and career advancement;

● Proactively problem solve and discuss potential solutions and improvements with the Program
Director;

● Planning and executing special events such as job fairs, conferences, evening workshops, lobby sessions, and town hall meetings;

● Assist Program Director in meeting funder requests and represent Urban Upbound at funder and partner meetings; and

● Performing additional duties as assigned by program and Urban Upbound leadership.

Qualifications:
● Bachelor’s degree required; Master’s Degree in Social Work or Counseling strongly preferred.
● Minimum of 2 years supervisory experience.
● Successful implementation of a similar program, providing comprehensive assessment and case management services to a large caseload, preferably on a performance-based project.

● Comprehensive understanding of contract management and ability to engage in long-term planning with guidance for the Program Director.

● Passion for working to improve the lives of public housing residents through workforce development, education, community organization, and related social policies.

● Ability to multitask, work well as part of a team, and maintain positive relationships with staff,
Urban Upbound management and other key stakeholders.

● Written and verbal communication skills that are clear, concise, and applicable for all audiences.
Sense of humor is a must.

● Eagerness for continued learning and development.
● Willingness to take initiative and complete tasks without prompting.
● Background in workforce development is a plus.
● Bilingual Spanish and English strongly preferred.
● Must be able to work some evenings and Saturdays.

Additionally, the Assistant Director will participate in and successfully complete the 45 hour financial counselor training that was developed by the NYC Office of Financial Empowerment in conjunction with
CUNY.
