Introduction:

Do you like to be outdoors? Are you comfortable in both urban and rural settings? Are you someone who is comfortable working independently, and as part of a dynamic team? Do you understand construction activities and the environmental hazards they present? Are you passionate about protecting water quality? The Bucks County Conservation District is seeking the right person to join our team of Environmental Protection Specialists. We are specifically interested in applicants who either live in or are familiar with the townships of Bucks County, and have an interest in providing oversight for all types of earth disturbance activities occurring in the municipalities of Bucks County.

This position has a goal of 50% office time and 50% field time.

Organization Overview:
Bucks County Conservation District (BCCD) is a part of a national regulatory network tasked with the mission to protect, conserve, promote, and improve our natural resources, specifically prioritizing water quality protection. BCCD is a district with a diverse program portfolio including urban and rural agriculture, watershed stewardship, improvements to watersheds and wetlands, and regulatory enforcement of the PA Chapter 102 Act which protects soil and water.

Job Description: Environmental Protection Specialist
Technical work in the field of environmental protection. Performs a variety of environmental protection work primarily in the areas of soil erosion control and non-point source pollution control.

General Statement of Duties:
Provide technical assistance for the implementation of Chapter 102 of the
Pennsylvania Code in the County of Bucks. Review soil erosion, sedimentation control, and storm water management plans for land developments, land improvements and water obstruction proposals to determine adequacy of plans.
Conduct field visits and inspections as a part of soil erosion, sedimentation control and storm water management plan reviews to help implement nonpoint source pollution management practices effectively. Educate the public about nonpoint source pollution problems and solutions in Pennsylvania’s watersheds.

Job Duties and Responsibilities:

Primary Responsibilities may include bet are not limited to:
Become familiar with Conservation District Law.
Become familiar with PA Code Title 25, Chapter 102 (Erosion and Sedimentation Control).
Utilize all available training and research tools including but not limited to Standard Operating Procedures, CleanWater Academy Classes, PA DEP and BCCD personal training.
Review soil erosion, sedimentation control and storm water management plans for land developments, land improvements and water obstruction proposals to determine adequacy of plans.
Performs engineering calculations following established procedures and formulas. (Training provided)
Conducts field inspections as a part of soil erosion, sedimentation control and storm water management plan reviews.
Prepares reports and letters pertaining to the above-mentioned reviews.
Participates in meetings with municipal, county, state, and federal officials.
Makes presentations about soil, water, and related natural resources at meeting, workshops, and other events.
Maintains office files and records.
Shares responsibility for routine office functions with other staff members.
Process Pennsylvania Department of Environmental Resources, Bureau of Clean Water permit applications. These include but may not be limited to NPDES Permits, E&S Permits, ESCGP Permits, and others.
Makes site inspections in response to citizens’ complaints concerning potential violations of the Pennsylvania Clean Streams Law.
Seeks voluntary compliance resolution of complaints occurring at earth moving sites. Works with contractors, builders and developers at the construction site. Seeks induced compliance through legal procedures when voluntary attempts have failed.
Provides information and consultative assistance to engineers, builders, and developers concerning administrative and technical changes in the Chapter 102 program.
Serves as a liaison between the District department head, governmental agencies and representatives of technical agencies.

Outreach and Education:

Conduct educational and outreach activities regarding the Chapter 102 program to watershed groups, local officials, schools, and other partners. Activities may include, but are not limited to, giving presentations providing tours of best management practices, participating in local events, writing articles for newsletters or newspapers, and general promoting the program and measures in day-to-day contacts.

Training and Certification:

Attend training to stay current with advancing technology related to water quality issues and best management practices.
Become familiar with the environmental laws and regulations for which the District is responsible
Attend any training declared mandatory by the Conservation Districts,Department of Environmental Protection, or Pennsylvania Department ofAgriculture.

District Activities:

Participate in monthly meetings of the Board of Directors.
Serve on District committees as assigned.
Prepare articles for public education or annual report as requested.
Attend staff and other meetings as requested.
Perform other duties as requested by the Board of Directors, or District Manager.

Required Knowledge, Skills, and Abilities:

Bachelor’s Degree in biology, Environmental Resource Management, Geoenvironmental Studies, Hydrology, Agriculture, Environmental Engineering, or related field.
Knowledge of and experience with water quality effects of and issues related to nonpoint source pollution.
Knowledge of best management practices required to protect water quality.
Effective verbal and written communication skills.
Ability to traverse difficult terrain.
Ability to work with minimal supervision.
Valid driver’s license.
Ability to attend occasional multiple day trainings with overnight stays.

General Description of Benefits:

All full time BCCD employees receive health insurance including medical, dental, vision, disability, and life insurance, with an associated prescription plan at no cost. Employees also have access to a retirement plan with employer contribution. Paid sick/vacation, 1 personal day, and paid holidays are also provided. Employees also have access to voluntary benefits program with a wide range of policy coverages.

All BCCD employees are outfitted with a laptop and other essentials for remote work. These include company cell phone, tablet, fleet vehicle, and BCCD apparel. Remote work is allowed with the approval of the District Manager.
