The job of Human Resources Specialist is done for the purpose/s of providing support in the delivery of human resource services with specific responsibility for providing information to job applicants; advising employees regarding procedures, policies, regulations; and addressing a variety of employment related issues and/or providing general support in ensuring that personnel functions conform to all applicable regulatory requirements.

Essential Functions

Administers a wide variety of personnel policies and programs (e.g. advertising positions, processing applications, verifying employment, orientation, contracts, compensation schedule, etc.) for the purpose of conforming to district policies, relevant laws, contracts and agreements.
Communicates with other employees, departments, administrators, applicants and the public for the purpose of providing information and assistance concerning employment, recruitment, personnel records and/or labor relations and related legal requirements.
Conducts new employee orientation (e.g. introducing personnel, payroll, and benefit policies; assisting with enrollment forms, etc.) for the purpose of ensuring employees are knowledgeable of current practices and administrative processes.
Coordinates employment process (e.g. writing/editing job descriptions, advertising, processing applications, preparing screening criteria, administering/evaluating tests, scheduling interviews, etc.) for the purpose of meeting district staffing requirements while complying with established guidelines.
Develops a wide variety of written materials (e.g. forms, procedures, brochures, pamphlets, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
Informs employees and applicants regarding a variety of procedures and program requirements for the purpose of providing necessary information for making decisions, taking appropriate action and/or referring to someone else if appropriate.
Interprets contract agreement language, education code and employment regulations for the purpose of ensuring compliance with established regulatory requirements.
Maintains personnel record keeping procedures (e.g. recruiting, hiring, placing and promoting personnel, etc.) for the purpose of ensuring compliance with established guidelines.
Maintains a wide variety of manual and electronic employment documents, files and records (e.g. employee records and contracts, vacancy listings, applicant tracking, employee directories, etc.) for the purpose of providing accurate information in compliance with established guidelines.
Monitors a variety of employment processes (e.g. application compliance, eligibility requirements, background check, hiring processes, employee anniversary hire dates, yearly evaluations, etc.) for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and adhering to legal and/or administrative requirements.
Oversees assigned personnel (e.g. recommending, training, etc.) for the purpose of maintaining efficiency of workflow, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
Participates in meetings that involve a range of issues (e.g. personnel actions, regulatory requirements, actions involving outside agencies, inter-department needs, etc.) for the purpose of developing recommendations and/or supporting other staff.
Prepares a variety of reports and related documents (e.g. employee contracts, verification requests of employment, personnel related board agenda, etc.) for the purpose of providing documentation and information to others.
Presents information on a variety of topics (e.g. application and hiring processes, labor relations, affirmative action, employment requirements, etc.) for the purpose of conveying information and/or making recommendations regarding district services.
Processes documents and materials (e.g. applications, employment packages, employee salary lane and step placement, periodic surveys, employee change of status, board agenda items, etc.) for the purpose of disseminating information to appropriate parties.
Researches information required to manage assignments including reviewing relevant policies and current practices (e.g. job licenses and certifications, certificate renewal requirements, state and federal labor regulatory practices, salary market surveys, etc.) for the purpose of developing new standards, ensuring compliance with legislative requirements, securing general information for planning and/or responding to specific requests.
Responds to written and verbal inquiries from a variety of internal and external sources (e.g. new and current employees, department administrators, other school districts, etc.) for the purpose of resolving problems, providing information and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a remediation plan.
Serves as a liaison to committees and/or organizations on behalf of the Human Resources administrator as assigned (e.g. certification and endorsement, job reclassification, negotiations, ad hoc working
committees, etc.) for the purpose of conveying, coordinating, and/or gathering information required for district operations.
Supports the assigned Human Resource administrator and other department staff for the purpose of assisting in the performance of their work activities.

Requirements:

age 16+
High school diploma or equivalent.
Job related experience with increasing levels of responsibility is desired.
