Staff Electrical Engineer (E65)
Position Overview
The USBTA is seeking a highly motivated and experienced Staff Electrical Engineer to serve as an Electrostatic Discharge (ESD) Technical Agent supporting U.S. Navy (USN) and U.S. Marine Corps (USMC) conventional ordnance programs. The selected candidate will provide technical expertise in evaluating electrostatic discharge hazards associated with new and modified ordnance systems in accordance with NAVSUP P-724 requirements.
This position supports both the ESD Technical Agent mission and the Engineering Capability Modernization Program (ECMP) Project 0632, which is establishing a dedicated test capability for evaluating small Net Explosive Weight (NEW) test items. The engineer will conduct hazard analyses, develop test plans and procedures, perform live ordnance testing, analyze data, and generate technical reports that support safety certifications and fleet readiness.
Security Requirements
- Must possess a minimum current Interim Secret Clearance
- Ability to obtain and maintain a Secret Security Clearance
- U.S. Citizenship required
Job Responsibilities:
- Serve as an Electrostatic Discharge (ESD) Technical Agent for USN and USMC conventional ordnance systems.
- Conduct ESD evaluations for new and modified ordnance submitted through the NAVSUP P-724 review process.
- Develop and perform ESD hazard analyses to determine testing requirements and risk mitigation strategies.
- Design, develop, and execute ESD test plans, procedures, and protocols for live ordnance testing.
- Collect, analyze, and interpret test data to assess ESD susceptibility and safety margins.
- Prepare technical reports documenting analyses, test methodologies, results, and recommendations.
- Support the development and operation of ECMP Project 0632 ESD test capabilities for small NEW test item evaluations.
- Collaborate with multidisciplinary engineering teams, safety personnel, program offices, and ordnance stakeholders.
- Provide technical recommendations supporting weapon system qualification, certification, and hazard classification efforts.
- Ensure compliance with applicable Department of Defense, Navy, and safety regulations governing explosives and ordnance testing.
- Proficiency using engineering analysis tools, instrumentation, data acquisition systems, and technical documentation software.
- Ability to work safely in laboratory, test range, and explosives operating environments.

Minimum Qualifications
Bachelor of Science (BS) degree in one of the following disciplines:
- Electrical Engineering, Electronics Engineering, Electromechanical Engineering, Physics (with significant electrical/electronics coursework) or Related Engineering Discipline
Demonstration of progressively responsible engineering and a background in the following:
- Electrostatic Discharge (ESD) testing and analysis
- Ordnance engineering
- Energetic materials or explosives safety
- Weapon systems development and evaluation
- Electrical system design and testing
- Hazard analysis and risk assessment
- Military munitions testing and qualification
Desired Qualifications
- Master of Science (MS) degree in Electrical Engineering, Physics, Systems Engineering, or related field.
- Experience supporting Navy, Marine Corps, or Department of Defense weapon systems.
- Knowledge of NAVSUP P-724 requirements and conventional ordnance safety evaluation processes.
- Experience developing technical test plans, procedures, and formal engineering reports.
- Familiarity with military standards related to ESD testing, explosives safety, and hazard assessments.
- Experience operating instrumentation and data acquisition systems used in ESD testing environments.
- Professional Engineer (PE) license preferred.
- Demonstrated ability to work independently and lead technical projects.

Work Environment
The majority of the work will be conducted at Naval Surface Warfare Center Indian Head Division (NSWC IHD) and its detachments, with occasional work required at satellite locations. This position requires work in laboratory, test facility, and field environments involving explosive ordnance and associated safety controls. Occasional travel may be required to support testing, evaluations, and technical meetings.
Work may occasionally involve exposure to chemical or hazardous materials in areas under controlled conditions. This position requires adherence to all applicable security, safety, and operational procedures. Employees must maintain professionalism and compliance with all government and installation regulations.

Pay: $78,537.74 - $110,583.09 per year
