Full Job Description

SUMMARY OF RESPONSIBILITIES:
The Procurement Advisor supports effective, efficient, and compliant procurement processes for the timely acquisition of goods and services. Responsibilities include ensuring procurement activities are conducted in accordance with PWC policies, applicable statutory requirements, and organizational objectives. This position works collaboratively with internal stakeholders, including Legal, Budget, Accounting, and departmental end users, to administer service agreements, bids, proposals, requisitions, and purchase orders while promoting procurement integrity, operational efficiency, and continuous process improvement.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Prepares, reviews, and redlines service agreements to ensure compliance with procurement standard operating procedures, internal guidelines, and applicable legal requirements.
Administers bid and proposal processes, including drafting, reviewing, redlining, and issuing standardized procurement documents such as invitations for bids, requests for bids, and requests for quotations to support consistent and compliant solicitation practices.
Reviews purchase requisitions and purchase orders in the EBS system for accuracy, completeness, appropriate coding, and required supporting documentation.
Develops and conducts end-user training on requisition entry, bid and proposal procedures, service agreement processes, and fiscal year-end procurement requirements to promote compliance and operational consistency.
Maintains accurate and current procurement logs, contract trackers, service agreement records, and bid status reports to support transparency, accountability, and timely communication with stakeholders.
Collaborates with departmental end users, the Procurement Manager, Legal, Budget, and Accounting to coordinate procurement activities, resolve issues, and identify opportunities for process improvement.
Performs annual and periodic advanced procurement planning activities, including coordinating kick-off meetings, tracking project status, monitoring procurement timelines, and preparing procurement spend recaps to align departmental needs with organizational priorities.
Completes fiscal year-end procurement activities, including purchase order closures, roll-over processes, blanket purchase agreement preparations, and related financial reporting.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of procurement processes, including purchase requisitions, purchase orders, blanket purchase orders, blanket purchase agreements, and bid fundamentals.
Ability to draft, review, and interpret basic contract terms, templates, and procurement documents.
Ability to communicate professionally with suppliers and internal stakeholders during procurement planning and solicitation processes.
Proficiency in data entry, ERP transactions, and procurement-related systems, including Oracle EBS/Fusion or comparable platforms.
Working knowledge of applicable procurement laws, regulations, and compliance requirements, including North Carolina General Statutes and relevant federal procurement guidelines.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in business administration, public administration, supply chain management, finance, or a related field.
A minimum of three to five years of progressive public procurement experience, including at least one year in a supervisory, team lead, or advanced procurement support capacity.

PHYSICAL REQUIREMENTS:

Work is primarily performed in an office environment and requires no significant lifting or operation of specialized tools, machinery, or equipment.
May operate a PWC vehicle, as needed, to perform job-related duties.

Grade 406 $23.29-$30.68/Hourly
