Position Summary
The Village of Greenport seeks an experienced, hands-on electrical utility professional to serve as its Electrical Services Superintendent. This management level position is responsible for planning, directing, and managing all operations of the Village Electric Department, ensuring the safe, reliable, and efficient generation and distribution of electrical power to the community.
The Superintendent provides technical leadership, administrative oversight, long-term planning, and emergency response for the Village's electrical infrastructure, including electric distribution systems, municipal power generation facilities, emergency standby power systems, fleet fuel distribution infrastructure, and related municipal assets. The position oversees departmental personnel, manages capital projects and budgets, ensures regulatory compliance, and serves as the Village's principal advisor on electrical utility matters.

Operational Experience
The successful candidate must demonstrate the following experience and competencies:
- A valid Journeyman Lineman certification with demonstrated experience in the construction, operation, maintenance, troubleshooting, and repair of electrical transmission and distribution systems.
- Experience operating, testing, maintaining, troubleshooting, and repairing large-capacity standby diesel engine-generator systems and associated emergency electrical distribution equipment to ensure the continuous availability of emergency and backup power.
- Comprehensive knowledge of the management, operation, maintenance, inspection, and regulatory compliance of fleet fuel storage and distribution systems, including fuel storage tanks, dispensing infrastructure, environmental compliance, preventive maintenance, and operational readiness.
- Must demonstrate experience managing municipal fleet inspection, preventive maintenance, and repair programs for both daily-use vehicles and specialized equipment, ensuring compliance with all applicable federal, state, local, and manufacturer maintenance standards.
- Must possess proven supervisory and management experience directing skilled electrical personnel, coordinating emergency operations, managing contractors and capital projects, enforcing workplace safety standards, and maintaining efficient departmental operations.
- Must possess the ability to make sound operational decisions during emergency situations, including electrical outages, severe weather events, equipment failures, and other incidents affecting the Village's critical infrastructure.
Essential Duties and Responsibilities
The Electrical Services Superintendent is responsible for planning, directing, coordinating, and evaluating the activities of the Village Electric Department, including but not limited to:
- Plan, organize, supervise, and direct the daily operations of the Village Electric Department.
- Supervise, coordinate, and evaluate the work of Journeyman Linemen, Line Mechanics, Power Plant Operators, Electrical Workers, contractors, and other assigned personnel.
- Direct the construction, operation, inspection, maintenance, and repair of overhead and underground electrical transmission and distribution systems.
- Supervise the installation, maintenance, and replacement of utility poles, transformers, switchgear, substations, primary and secondary conductors, and associated electrical infrastructure.
- Perform the operation, testing, preventive maintenance, troubleshooting, and repair of municipal power generation facilities, including large-capacity standby diesel engine-generator systems and associated emergency electrical distribution equipment.
- Ensure the operational readiness of all emergency electrical systems through scheduled inspections, testing, maintenance, and documentation.
- Collaborate with engineers, consultants, contractors, project managers, and utility representatives to successfully complete electrical infrastructure projects on schedule and within budget.
- Review engineering studies, electrical system designs, construction plans, specifications, and technical reports relating to system improvements and expansion projects.
- Develop long-range capital improvement plans and make recommendations regarding electrical system upgrades, resiliency improvements, equipment replacement, and infrastructure investments.
- Maintain operational, maintenance, inspection, testing, and distribution records; prepare technical reports, correspondence, and regulatory documentation.
- Monitor departmental operating costs, maintain capital expenditure records, and assist in reviewing electric rate studies and long-term financial planning.
- Prepare departmental operating and capital budget recommendations and monitor expenditures.
- Oversee inspection, maintenance, permitting, and regulatory compliance for registered petroleum storage tanks and associated fuel distribution systems.
- Recommend improvements to departmental policies, safety procedures, operational practices, emergency preparedness plans, and capital improvement initiatives.
- Ensure safety and compliance with New York State Department of Public Service, NEC Code for Utility Construction, NYSDEC, EPA, NFPA, NESC, SCCS, SCDOH, NYDOL, and all applicable federal, state, and local regulations governing electric utility operations and civil service employees.
- Respond to electrical emergencies, system outages, severe weather events, and other critical incidents requiring departmental leadership.

- The ability to think strategically about electrical power plant modernization, identifying opportunities to replace aging diesel backup systems with modern generation and energy storage solutions that enhance reliability, efficiency, and sustainability.
- Thorough knowledge of municipal electric utility operations and administration.
- Thorough knowledge of electrical power generation, transmission, distribution, and utility maintenance practices.
- Thorough knowledge of applicable electrical codes, utility standards, safety regulations, and environmental requirements.
- Knowledge of engineering principles relating to utility system design, construction, and expansion.
- Knowledge of budgeting, purchasing, capital planning, and public sector administration.
- Strong leadership, supervisory, organizational, and decision-making abilities.
- Ability to supervise, mentor, and evaluate technical personnel.
- Ability to interpret engineering drawings, construction specifications, and technical documents.
- Ability to prepare reports, correspondence, budgets, and regulatory documentation.
- Ability to establish and maintain effective working relationships with employees, contractors, regulatory agencies, elected officials, and the public.
- Physical condition commensurate with the essential functions of the position.
Minimum Qualifications (Civil Service Requirements)
Applicants must satisfy one of the following:
Option A
- Graduation from a college or university accredited by an agency recognized by the U.S. Department of Education or the New York State Board of Regents with a Bachelor's Degree in Electrical Engineering, and
- Four (4) years of progressively responsible experience in the generation, transmission, distribution, maintenance, or repair of electrical power systems for a public or private utility.
OR
Option B
- Graduation from a standard high school or possession of a high school equivalency diploma, and
- Eight (8) years of progressively responsible experience in the generation, transmission, distribution, maintenance, or repair of electrical power systems for a public or private utility.

Appointment is subject to meeting Civil Service requirements and successful completion of the applicable competitive examination when scheduled. Permanent appointment will be made in accordance with Suffolk County Civil Service Law.
The Village reserves the right to assign additional responsibilities, modify work assignments, and adjust operational priorities as organizational needs dictate. Employees are expected to demonstrate flexibility, professionalism, teamwork, and a commitment to serving the residents of the Village of Greenport.
Pay: $100,000.00 - $135,000.00 per year
