Full Job Description

JOB SUMMARY

This position supports the County’s daily accounting operations, including preparation of financial reports, monthly general ledger reconciliations, bank reconciliations, and coordination of accounting matters across County departments and agencies. The role requires strong analytical skills, the ability to evaluate existing procedures, and the initiative to recommend improvements to ensure accurate financial recording and compliance with internal controls.

ESSENTIAL FUNCTIONS

Provide courteous, responsive, and accurate customer service.

Analyze and reconcile general ledger and subsidiary ledger accounts monthly; complete bank reconciliations; prepare, review, and enter journal entries.

Assist County departments by providing financial information to support informed decision-making and prepare budget amendments or accounting adjustments as needed.

Assist departments with accounting procedures to ensure proper recording of transactions and compliance with County policies.

Review, monitor, and implement internal control systems to safeguard County assets and ensure accurate recording in the general ledger.

Prepare and update written financial policies, procedures, and guidance documents; create and maintain procedural manuals for accounting functions.

Participate in audit preparation, including developing and updating spreadsheets, schedules, supporting documentation, and materials used in the ACFR and other required filings.
Coordinate with auditors and County departments, responding to audit questions and preparing required supporting documentation.

Assist with major annual reporting requirements, including:

Annual Comprehensive Financial Report (ACFR)
Uniform Financial Report (UFR)
Federal Single Audit
Other required federal, state, or partner reporting

Perform other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Strong leadership and communication skills, both oral and written.

Thorough knowledge of governmental (fund) accounting principles and practices.

Ability to establish and maintain effective working relationships with County staff, officials, outside agencies, auditors, and the public.

Proficiency with standard computer software including Excel, Word, Outlook, and related financial applications.

Knowledge of local government organization, workflows, and procedures.

Experience with Tyler Munis software is a plus.

CERTIFICATES, LICENSES, REGISTRATIONS

Possession of a Class C Motor Vehicle Operator’s License issued by the Maryland MVA.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university with major coursework in Accounting, Finance, or Business Administration and a minimum of three (3) years’ experience performing comparable capital project and fixed asset tasks, or an equivalent combination of education and experience. Governmental or non-profit sector preferred but not required.

PHYSICAL DEMANDS

Typically sitting at a desk or computer table. Occasionally walk, stand, or stoop. Occasionally lift, carry, push, pull, or otherwise move objects weighing up to 20 pounds.

Frequently use office equipment requiring an above average degree of dexterity.

Possess sufficient degree of hearing and speaking to be able to communicate with others both in person and over the telephone.

Possess sufficient visual ability to effectively operate all office equipment.

WORKING CONDITIONS

Work is performed in an office-like, environmentally controlled room. The noise level is usually moderate.

Pay: $63,704.77 - $77,588.16 per year
