Full Job Description

Position Summary

Rosewich Engineering is seeking an experienced Assistant Resident Engineer for an anticipated long-term, on-site assignment at a major port facility in Elizabeth, New Jersey.

The Assistant Resident Engineer will support the Resident Engineer in providing construction management, inspection, and project closeout services. This position requires extensive construction-inspection experience, strong contract-administration and documentation skills, and the ability to coordinate effectively with contractors, consultants, facility representatives, operations personnel, and other project stakeholders.

The successful candidate will help oversee field activities, supervise inspection personnel, review contractor submissions, maintain accurate project records, and assist in managing project progress, cost, quality, safety, and risk.

Key Responsibilities

Support the Resident Engineer in the administration and oversight of construction contracts.
Monitor construction activities for compliance with contract documents, approved plans, specifications, applicable codes, safety requirements, and established quality standards.
Coordinate with facility personnel, port operations, contractors, consultants, inspectors, and other stakeholders to minimize disruptions and support safe, efficient project delivery.
Supervise and coordinate field inspection staff working across multiple crews or shifts.
Review contractor submittals, shop drawings, requests for information, work plans, schedules, and related project documentation.
Track contractor responses, outstanding items, and required corrective actions.
Maintain complete, accurate, and organized project records, including daily reports, photographs, correspondence, meeting minutes, inspection records, logs, and closeout documentation.
Assist with the preparation, review, negotiation, and documentation of change orders.
Prepare or review cost estimates, quantity calculations, and supporting documentation for proposed or completed work.
Review contractor payment applications and verify reported quantities, work completed, and supporting records.
Monitor project schedules, milestones, costs, quality, safety, and potential risks.
Identify field issues and coordinate their timely resolution with the Resident Engineer and appropriate stakeholders.
Participate in progress meetings, coordination meetings, inspections, testing activities, and project walkthroughs.
Assist with punch-list development, substantial-completion activities, final inspections, and contract closeout.
Help ensure that work-zone safety, traffic-control, fall-protection, and confined-space requirements are properly implemented.
Perform other project-related responsibilities assigned by the Resident Engineer.

Required Qualifications

Bachelor’s degree in Civil Engineering from an accredited college or university.
At least 10 years of construction-inspection experience.
Experience with construction projects valued from approximately $500,000 to more than $5 million.
Experience coordinating or supervising work involving multiple crews, shifts, or active work areas.
Valid driver’s license.
Current OSHA 30-Hour Construction Safety certification.
Training in:
Fall protection
Maintenance and Protection of Traffic
Confined-space entry
Permit-required confined-space entry
Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC).
Ability to pass all applicable client, facility, security, credentialing, and background requirements.
Willingness and ability to work on-site in Elizabeth, New Jersey.
Availability to work nights and weekends when project conditions require.
Proficiency with eBuilder.
Proficiency with Microsoft Word, Excel, and Outlook.
Strong knowledge of construction management, construction inspection, contract administration, project controls, and project documentation.
Strong written and verbal communication skills.
Ability to read and interpret construction drawings, specifications, contracts, schedules, and technical documents.
Strong organizational, analytical, problem-solving, and multi-stakeholder coordination skills.
Ability to work effectively in an active construction and port-facility environment.

Experience supporting construction closeout, payment review, change-order development, and cost estimating.

Work Environment and Physical Requirements

This is an on-site position at an active port and construction facility. The employee may be required to:

Work indoors and outdoors in varying weather conditions.
Walk active construction areas and navigate uneven terrain.
Wear required personal protective equipment.
Work near moving vehicles, equipment, and ongoing facility operations.
Access work areas in accordance with site-specific safety and security procedures.
Work extended hours, night shifts, or weekend shifts when required by project activities.
