Job Description and Duties

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced by 3% and will accrue 5 hours of PLP 2025 on the first day of each pay period. PLP 2025 for this classification is expected to be effective through July 2027.

Under the direction of the Information Technology Manager I (ITM I), the Information Technology Specialist I (ITS I) Database Developer performs activities in the domains of systems and software engineering.

The ITS I is responsible for all database administration (DBA) and moderate development of complex enterprise solutions. This includes analysis, design, development, testing, delivery, support, ETL, and ad-hoc data requests.

To support the system, the incumbent leads daily database operations including monitoring, troubleshooting, triaging, and resolving issues or requests as needed.

The position supports security measures and best practices to protect technical assets, from unauthorized access and potential threats, and collaborates with staff to provide best in class solutions.

Telework eligibility is pursuant to Government Code 14200 et. seq. for eligible applicants residing in California.

The Office of the Inspector General intends to fully comply with Executive Order N-22-25, requiring employees to report to an OIG office location or field location at least four days per week. Additional on-site days may be required based on departmental policies and operational needs.

The designated Headquarters (HQ) for this position is in Sacramento County, and the selected candidate will be required to commute to their HQ office location as needed to meet operational needs. All commute expenses to the HQ location will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Minimum 3 years of experience administering Database Servers in enterprise environments

Minimum 3 years of experience in data modeling, ETL design, SQL optimization, and developing stored procedures and function

Minimum 3 years of experience in designing, developing, and maintaining applications using PHP, javascript or similar web-based technologies and related development frameworks.

Experience managing various documents such as technical designs, operating procedures, workflows, and user guides.
