Position Summary Brief
Responsible for the development of land for residential, commercial, apartment, and industrial lots/parcels/subdivisions and all aspects of the estimating, purchasing, contract management, management of government entities, accounts payable, engineering, and construction management of said lots/parcels/subdivisions. Responsible for the customer service and warranty of said developments.
Essential Job Functions

- Manages the development of land for residential, commercial, apartment, and industrial lots/parcels/subdivisions
- Manages all aspects of the estimating, purchasing, contract management, management of government entities, accounts payable, scheduling, and engineering of said lots/parcels/subdivisions.
- Responsible for development of proficient and highly motivated professional construction staff
- Informs and trains subcontractors regarding Company policies and procedures, including safety and OSHA compliance
- Manage electrical, water and sewer, gas, and phone providers to ensure residential, commercial, apartment, and industrial parcels have on time delivery of services per project schedule.
- Provides technical directions to field personnel
- Supervises start up and delivery of sufficient homes to meet Subdivision Improvement Plans
- Meets and monitors budgeting goals
- Oversees contractual agreements, ensures product quality/consistency, adherence to schedules, effective jobsite supervision, scheduling and cost control
- Implements company policies, procedures, principles, and completes paperwork required by the Company
- Monitors and resolves all sub-contractor problems as they arise
- Mitigates, arbitrates and/or negotiates all subcontractor problems impacting field operations
- Ensures adequate subcontractor staffing to manage construction scheduling
- Develops relationships with governmental inspectors and agencies to promote a positive company image
- Assist Project Manager (PM) in the planning and coordination of activities designated to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters
- Coordinate with the Project Engineer or Architect, Safety Officer, Security team and Construction Quality Control Officer for interaction of task prioritization
- Confer with project staff to outline work plan and to assign duties, responsibilities, and scope of authority
- Compliance with health and safety and quality control requirements as identified by functional officers
- Act as a key implementer of field activities and tasks preparatory to field activities
- Act as a Team Leader to assist the quality control officer and health and safety officer in maintaining compliance with project work plans, standard operating procedures, and sound field practices
- Supervise home building and Subdivision development process to ensure quality and government regulations are met
- Manage subcontractors including scheduling, installation and quality control
- Manage subcontractors including assisting subcontractors on meeting schedule objectives, acting as a liaison to PM, problem solving on subcontractor issues, documenting progress to project scheduler, and monitoring subcontractor compliance of all health and safety procedures
- Monitor and update scheduling system on weekly basis
- Manage all reporting and administrative requirements including daily reporting, scheduling assessment, estimating job modifications, scheduling trade installations, ordering building material and reviewing selections with trades
- Lead and participate in the full lifecycle of Evenflow production and FIFO scheduling
- Lead and mentor in professional standards of practice and service excellence
- Support development of standard procedures and policies

- Train, monitor, manage Assistant and on site staff
- Complete all other duties as assigned by President
- Responsible for coordinating with Municipal Authorities, Utility Companies, engineers and subcontractors to ensure timely delivering of Subdivision to Homebuilding Company.
- Adhere to company safety standards and help promote a safe working environment for office and field warranty employees, subcontractors and homeowners
- In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position
- Review aggregate gradation testing, density testing for earthwork and surfacing, and concrete testing
- Perform minor surveying computations such as as slopes, areas, volumes, cuts and fills, etc.
- Inspect pipe backfill and fill construction
- Inspect paving operation to ensure compliance with plans and specifications
- Perform minor engineering computations such as areas, volumes, material spread rates, etc.
- Test, sample and report materials proposed to be used in construction projects
- Review and learn test methods, manuals, and procedures
- Review testing and sampling on roadways for analysis
- Review and learn traffic control methods, manuals, and procedures
- Set up, maintain, and remove a safe traffic control plan under live traffic conditions
- Maintain traffic control devices in the field, perform traffic control duties
- Assist in the investigation of existing roadways for forensic study
- Assist in gathering samples, providing a safe working zone
- Assist in permitting processes to obtain water, gravel, plant site, and surveying agreements and aids in the renewal and file maintenance of these agreements

Physical and Environmental Job Requirements:
1. Ability to navigate uneven surfaces, stairs, and construction sites.
2. Ability to bend, stoop, and crouch when inspecting homes under construction, reviewing foundation work, or examining lower cabinets and fixtures.
3. Occasional lifting and carrying of relevant materials, signage, presentation materials, and office supplies up to 25-30 lbs.
4. Manual dexterity for operating computers, tablets, mobile devices, and office equipment throughout the workday.
5. Ability to work in varying weather conditions including extreme heat, cold, rain and wind when visiting construction sites and communities.
6. Ability to work in dusty, noisy and incomplete structures
7. Visual acuity to review blueprints, site plans, floor designs, marketing brochures
8. Ability to distinguish colors, shades, and brightness when reviewing finishes, materials and design options with customers.
9. Clear speech and hearing to communicate effectively with customers, team members, and construction personnel in various environments.
