Full Job Description

Position Summary

The Compliance Director is responsible for developing, implementing, and overseeing Project VIDA Health Center's Corporate Compliance Program. The Director ensures organizational compliance with all applicable federal, state, and local laws, Health Resources and Services Administration (HRSA) Health Center Program requirements, Centers for Medicare & Medicaid Services (CMS) regulations, HIPAA Privacy and Security Rules, Office of Inspector General (OIG) guidance, OSHA standards, and other regulatory requirements governing federally qualified health centers (FQHCs).

The Compliance Director serves as a strategic advisor to executive leadership and the Board of Directors, promoting a culture of ethics, integrity, accountability, and continuous quality improvement while minimizing organizational risk.

Essential Duties and Responsibilities

Compliance Program Administration

Develop, implement, maintain, and evaluate the organization's Corporate Compliance Program.
Ensure compliance with HRSA Health Center Program requirements, Uniform Guidance (2 CFR Part 200), Medicaid and Medicare regulations, federal grant requirements, and applicable state laws.
Maintain compliance with the OIG's Compliance Program Guidance for Health Centers.
Conduct annual compliance risk assessments and develop mitigation strategies.
Monitor regulatory changes and communicate operational impacts to leadership.

Regulatory Compliance

Oversee compliance with:
HIPAA Privacy, Security, and Breach Notification Rules
HRSA Compliance Manual requirements
CMS Conditions of Participation and billing regulations
OSHA workplace safety standards
Federal and state employment laws
FTCA risk management requirements, when applicable
Federal grant and contract compliance
State licensing and accreditation requirements

Auditing and Monitoring

Develop an annual compliance audit and monitoring plan.
Coordinate internal and external audits.
Review coding, billing, documentation, and reimbursement practices for compliance.
Analyze audit findings and implement corrective action plans.
Monitor completion of corrective actions and report progress to leadership.

Investigations

Administer the organization's compliance reporting and whistleblower processes.
Investigate allegations of fraud, waste, abuse, privacy violations, and ethical concerns.
Recommend corrective actions and disciplinary measures when appropriate.
Coordinate reporting to regulatory agencies as required.

Education and Training

Develop and deliver compliance education for employees, providers, volunteers, contractors, and Board members.
Coordinate annual mandatory training on HIPAA, fraud, waste and abuse, OSHA, and organizational policies.
Promote a culture of compliance through ongoing education and communication.

Policy Development

Develop, review, and update compliance-related policies and procedures.
Collaborate with Human Resources, Clinical Operations, Finance, Information Technology, and Quality Improvement to ensure policy consistency.

Reporting

Prepare regular compliance reports for the CEO, executive leadership, Compliance Committee, and Board of Directors.
Track and report compliance metrics, trends, audit results, investigations, and risk mitigation activities.
Support HRSA Operational Site Visits (OSVs), financial audits, and regulatory surveys.

Leadership

Chair or support the Compliance Committee.
Collaborate with Quality Improvement, Risk Management, and Information Security to strengthen organizational performance.
Serve as the organization's subject matter expert on regulatory compliance and ethics.

Qualifications

Education

Bachelor’s degree in healthcare administration, Nursing, Public Health, Business Administration, Law, or a related field required.

Experience

Minimum of three years of progressive healthcare compliance experience.
Minimum of five years of management or leadership experience.
Experience in a Federally Qualified Health Center (FQHC), community health center, hospital, or integrated healthcare system strongly preferred.
Experience with HRSA compliance, federal grants, Medicare, Medicaid, and healthcare reimbursement required.

Preferred Certifications

Certified in Healthcare Compliance (CHC)
Certified Compliance & Ethics Professional (CCEP)
Certified Professional in Healthcare Risk Management (CPHRM)

Knowledge, Skills, and Abilities

Thorough knowledge of HRSA Health Center Program requirements.
Knowledge of HIPAA Privacy and Security Rules.
Knowledge of OIG Compliance Program Guidance.
Knowledge of Medicare, Medicaid, and third-party payer regulations.
Familiarity with FTCA risk management requirements.
Strong understanding of healthcare billing, coding, documentation, and reimbursement compliance.
Excellent analytical, investigative, and problem-solving skills.
Strong leadership, organizational, and communication abilities.
Ability to maintain confidentiality and exercise sound judgment.
Proficiency with Microsoft Office, electronic health records (EHRs), and compliance tracking systems.

Performance Indicators

Successful completion of annual compliance work plan.
Timely resolution of compliance investigations.
Positive audit and survey outcomes.
Completion of mandatory compliance training by all employees.
Reduction in compliance deficiencies and corrective action completion rates.
Timely submission of regulatory reports.
Effective Board and executive compliance reporting.

Working Conditions

Office environment with regular interaction across clinical and administrative departments.
Occasional travel between Project VIDA locations and to training or regulatory meetings.
May require evening attendance at Board or committee meetings.
Ability to maintain confidentiality while handling sensitive information.
