Contract Compliance Administrator

Location: El Paso
Job Type: Full-Time
Company: Mirador Enterprises, Inc.

Position Summary

Mirador is seeking an experienced and detail-oriented Contract Compliance Administrator, to support our accounting department and Construction Operations team. This position is primarily responsible for preparing, issuing, and administering subcontract agreements, while assisting in the qualification and compliance review of subcontractors to ensure they meet contractual, insurance, licensing, and financial requirements.

The ideal candidate will have experience in the construction industry and possess strong organizational, communication, and administrative skills. In addition to subcontract administration responsibilities, this position provides support to the Accounting and Operations Departments with various administrative and project-related tasks.

Essential Duties and Responsibilities

Contract Administration

Review contract and legal documents regularly to understand and communicate contractor and subcontractor requirements.
Stay current on applicable state, federal, and industry compliance requirements, including wage determinations for assigned projects.
Review project status updates and participate in preconstruction meetings as needed.
Assist with preparing customer-required documents prior to the start of work, including certificates of insurance, Section 3, HUD, DBE, and related documentation.

· Serve as a point of contact for clients, partners, and internal teams regarding contract compliance matters and related questions.

· Submit required documents and certified payroll information into the USACE RMS system and LCPtracker.

· Monitor and review project field daily reports for accuracy, completeness, and compliance-related items.

Subcontract Administration

Prepare, issue, and maintain subcontract agreements and related contract documents.
Coordinate the subcontract execution process from initial issuance through final execution.
Review subcontractor documentation for completeness and compliance with company and project requirements.
Maintain subcontract files and ensure accurate recordkeeping of contractual documents.
Assist project managers and operations personnel with subcontract administration issues and documentation requests.
Track subcontract status and ensure all required documentation is received prior to commencement of work.

Subcontractor Qualification and Compliance

Assist in the vetting and qualification of subcontractors.
Verify subcontractors meet contractual, insurance, licensing, safety, and financial requirements.
Collect, review, and track Certified payrolls, Certificates of Insurance, W-9 forms, licenses, bonding information, safety records, and other required documentation.
Monitor document/insurance expiration dates and obtain updated information as necessary.
Maintain subcontractor compliance records and databases.
Communicate with subcontractors regarding missing documentation and compliance requirements.

Accounting and Operations Support

Provide some support to the Accounting Department, including assistance with accounts payable and billing and H/R, creating purchase orders, credit applications with suppliers and vendors, 1099’s forms, SF-1413,
Assist the Operations Department issuing subcontract change orders/modifications, project close out documents, warranty letters, review of weekly timesheets,
Assist with special projects and other duties as assigned.

Qualifications

Required

Minimum of 3-5 years of experience in contract and /or subcontract agreements administration, contract compliance, or a related field.

Preferred

Bachelor's degree in Business Administration, Construction Management, or related field.
Preferred prior experience working for a general contractor, construction manager, or specialty contractor.
Familiarity with subcontract agreements, insurance requirements, lien waivers, and construction documentation.
Understanding of subcontractor qualification and compliance processes.

Skills and Competencies

Excellent attention to detail and organizational skills.
Strong written and verbal communication abilities.
Ability to effectively manage multiple deadlines and priorities.
Proficiency in Microsoft Office Suite, particularly Excel, Word, and Outlook.
Strong problem-solving and analytical skills.
Ability to work independently while collaborating with cross-functional teams.
Professionalism when interacting with subcontractors, vendors, and internal staff.
Ability to maintain confidentiality of sensitive business and financial information.
