JOB SUMMARY:

The Chief of Staff is a senior strategic and operational partner to the Chief Executive Officer and is responsible for coordinating, advancing, and monitoring the work delegated to the CEO. The position translates the CEO’s priorities into coordinated organizational action; strengthens accountability across divisions; monitors financial, programmatic, operational, governance, and culture-related commitments; and ensures that executive decisions are implemented on time and with appropriate follow-through.

The Chief of Staff does not replace the CEO’s authority or the direct accountability of division leaders. The position serves as the CEO’s principal integrator, advisor, project leader, and organizational follow-through partner. The Chief of Staff works closely with the Chief Financial Officer, Executive and Division leaders, Executive Assistant, Board and committee leadership, and external partners. The position may directly supervise designated administrative, project, or operational staff and may coordinate interim operational coverage when leadership positions are vacant, as assigned by the CEO.

Serve as the CEO’s principal strategic and operational partner, helping organize priorities, sequence decisions, and ensure execution across the agency.
Coordinate the day-to-day implementation and monitoring of operational responsibilities that have been reassigned to the CEO Administer, coordinate, and monitor assigned programs, operations, departments, and enterprise-wide initiatives on behalf of the CEO.
Develop and maintain executive operating rhythms, including leadership-team agendas, decision logs, action-item tracking, performance dashboards, and follow-up systems. Prepare timely, accurate, and complete reports for the CEO on agency performance, emerging risks, unresolved issues, and progress toward annual goals.
Ensure programs and departments align with the agency’s short-term plans, long-range goals, approved budgets, strategic priorities, and mission.
Monitor monthly financial and operational reports in partnership with the CFO and division leaders to identify revenue gaps, expense concerns, and corrective actions.
Track operational and capital spending priorities, elevate variances, and coordinate CEO-directed resource decisions.
Lead or coordinate corrective-action plans to improve performance, financial results, quality, compliance, safety, and participant experience.
Develop procedures, workflows, and internal controls that promote communication, accountability, timely information flow, and compliance with grant, regulatory, and organizational requirements.
Coordinate cross-functional projects involving finance, programs, human resources, facilities, technology, fund development, communications, and governance.
Lead implementation of technology, process improvement, and operational change initiatives that improve efficiency, data quality, reporting, and performance.
Support the CEO in long-range planning, annual priority setting, organizational restructuring, succession planning, and development of new initiatives and partnerships.
Evaluate program and department performance with leaders and recommend restructuring, consolidation, expansion, or corrective action to maintain relevancy, quality, and solvency.
Facilitate accountability among executive and division leaders by clarifying ownership, deadlines, expected outcomes, and escalation requirements.
Foster a success-oriented, transparent, and accountable culture grounded in trust, open communication, mutual respect, employee development, and the YWCA’s values.
Support implementation of employee-value, recognition, professional-development, talent-capacity, and workforce-wellness priorities established by the CEO.
Coordinate preparation for audits, monitoring reviews, regulatory submissions, procurement requirements, and other organizational compliance activities assigned by the CEO.
Protect the integrity of the organization by promoting ethical decision-making, confidentiality, compliance, and appropriate documentation.
Partner with the Executive Assistant to align the CEO’s calendar, leadership meetings, Board and committee deadlines, executive communications, and agency-wide follow-up.
Review and coordinate Board and committee materials related to operations, strategy, performance, policy, and CEO priorities before submission.
Draft or coordinate executive correspondence, presentations, reports, talking points, decision memoranda, briefing documents, and internal communications.
Represent the CEO at internal or external meetings when delegated and communicate decisions and follow-up requirements accurately.
Support community, funder, government, and partner relationships by preparing the CEO, coordinating commitments, and tracking organizational deliverables.
Identify emerging operational, reputational, financial, personnel, or programmatic risks and ensure timely escalation to the CEO.
Provide interim coordination or leadership support during executive or division-level vacancies, as assigned by the CEO.
Supervise and evaluate assigned staff and project teams; provide coaching, direction, and accountability for results.
Assists with internal and external contracts, grant, fiscal, operational, and compliance monitoring.
Coordinates special events, executive retreats, strategic-planning sessions, and other agency-wide initiatives as assigned.
Perform other duties and special projects as assigned by the Chief Executive Officer.

JOB QUALIFICATIONS:

Bachelor’s degree in business administration, Public Administration, Nonprofit Management, Organizational Leadership, Finance, or a closely related field required; master’s degree preferred.
Minimum of ten (10) years of progressively responsible leadership experience in operations, administration, strategy, program management, or executive management; nonprofit or complex human-services experience strongly preferred.
Minimum of five (5) years supervising senior leaders, managers, or cross-functional teams.
Experience supporting a CEO, executive team, governing board, or similarly complex leadership structure preferred.
Demonstrated success leading to organizational change, process improvement, strategic execution, and cross-functional initiatives.
Working knowledge of nonprofit finance, budgeting, grants, internal controls, compliance, risk management, and governance.
Excellent judgment, discretion, political acuity, negotiation, conflict-resolution, and problem-solving skills.
Strong analytical and critical-thinking skills, with the ability to interpret financial and operational data and convert it into actionable recommendations.
Exceptional verbal, written, presentation, facilitation, and executive-briefing skills.
Ability to organize multiple priorities, work independently, anticipate needs, maintain confidentiality, and perform effectively under pressure.
Strong coaching, mentoring, and relationship-building skills with people from diverse roles, backgrounds, and levels of expertise.
Advanced proficiency with Microsoft Office, collaboration platforms, dashboards, and enterprise systems; familiarity with Blackbaud, UKG, SharePoint, or similar systems is preferred.
Commitment to the mission, vision, values, and racial-justice work of YWCA El Paso del Norte Region.
Bilingual English/Spanish capability is preferred.
Must have access to a vehicle, possess a valid driver’s license, and maintain required liability insurance.
