Full Job Description

The Clinical Director of Community Services will oversee the day-to-day CCBHC operations, community-based services, and regular collaboration with existing service lines that align with CCBHC activities. This role will be responsible for the planning, organization, and implementation of activities delineated by funding and regulatory requirements. Ideally, this individual will also work on broadening our scope of services to better serve the needs of our County. Additionally, this role will be responsible for managing external stakeholder relationships through the cultivation of formal partnerships with the following external providers: local FQHC, hospital systems, and municipal/county law enforcement agencies.

POSITION RESPONSIBILITIES

Leads, directs, and coordinates CCBHC grant activities, including developing and monitoring goals and objectives related to CCBHC grant requirements.
Oversee CCBHC projects and workgroups and provide consultation and support to stakeholders.
Leads and implements community assessment needs related to the grant.
Designs and implements new programs suited to address the needs of CCBHC focused populations.
Analyze outcomes and modify goals and objectives to meet CCBHC requirements.
Leads collaborative efforts across service lines and the project evaluator to ensure the collection of accurate and timely data.
Ensures timeless data reporting to SAMHSA and maintains regular communication with SAMHSA grant officers.
Oversees and monitors grant budget and allocation of resources.
Provide clinical oversight and guidance to clinicians regarding recovery- based treatment and services to individuals served, including evaluation and recommendations regarding evidence based and promising practices.
Develop policies, procedures, and clinical processes that align with the project vision of an integrated collaborative care health system and support best practices in co-occurring mental health and substance use disorder treatment
Supervise Intake and Access, community-case management, and Medication Assisted Treatment services.
Provides supervision, guidance, and support to staff involved in grant implementation, including assigning responsibilities, monitoring performance, promoting accountability, and reinforcing adherence to clinical and operational standards.
Supervises staff providing substance use disorder services to ensure effective service delivery, accountability, and adherence to clinical standards.
Participate in regularly scheduled supervision sessions with assigned employees, providing accurate performance feedback, and when necessary, implementing and monitoring employee action plans (i.e., corrective actions).
Assure that assigned employees maintain a minimum compliance (as measured quarterly) with all performance standards and take immediate corrective action when standards are not met.
Serves as liaison to community partners and stakeholders. Attend community partner meetings, and serve as consultant to community partners (i.e. MDHHS Adult Protective Services, Children’s MDOC, ISD, Law Enforcement/County jail, Courts, Probate, FQHC, Borgess Lee ED, primary care physicians, etc.).
Provide the Executive Director and Management Team with Monthly status reports regarding CCBHC activities.
Maintain licensure/registration as appropriate to profession and job requirement.
Attend and participate in Leadership and Management Team meetings, as well as other designated administrative and clinical meetings as necessary.
Attend and participate in a variety of in-service training to maintain and improve job skills, including all agency-required in-service training.
Adhere to all policies and procedures of CMH, PIHP, MDHHS, Medicaid, CARF and other regulating bodies as may be applicable
Complete all Medicaid, PIHP, MDHHS and/or other documentation in a timely fashion
Perform other duties and/or responsibilities as assigned.

MINIMUM QUALIFICATIONS

M.S./M.A./M.S.W./MEd in human services area (with appropriate licensure/registration)
Valid driver’s license

PREFERRED QUALIFICATIONS

Five years’ experience in mental health and/or other similar healthcare settings.
Full clinical licensure for independent practice in the state of Michigan.
Access to reliable transportation

REQUIRED SKILLS & ABILITIES

Presents a welcoming manner to all customers and demonstrates engagement with individuals served, which adheres to the fidelity of a recovery model.
Lived experiences with diverse racial, ethnic, and cultural backgrounds, including experience with behavioral health issues is preferred. Must be supportive of culturally competent recovery-based practices and person-centered planning as a shared decision-making process. Must support a trauma informed culture of safety to aid consumers in their recovery process.
Working knowledge of Microsoft Windows including Word, Excel, Outlook, PowerPoint, and Teams applications
Must possess a valid driver’s license, a good driving record and have access to a vehicle during working hours.
Demonstrate time management, organizational and decision-making skills.
Knowledge of social service agencies and available resources
Working knowledge of behavioral health treatment practices and experience with data collection and analysis.
Ability to effectively interact with various teams within WBHN as well as external organizations.
Ability to accept supervision and complete assignments and duties accurately and in a timely manner.
