DEPARTMENT OF PUBLIC WORKS Laborer and Maintenance Personnel
SUMMARY
Assist in installing, maintaining, and/or repair of Village sanitary and storm sewers, water lines, streets, sidewalks, parks, buildings, trees, traffic signs. Operate and maintain a variety of vehicles and mechanical equipment. Perform related work as required. The Village of Elsie operates in a drug and alcohol-free environment. Pre-employment and random drug tests are in accordance with state rules and regulations.
SUPERVISION RECEIVED
Daily assignments are made by the Department of Public Works Supervisor or Lead Workers as required. The work will be checked in progress and upon completion.
RESPONSIBILITIES AND DUTIES - LABORER
An employee in this position may be called upon to do any or all of the following (These examples are not an exhaustive list of duties which the employee will be expected to perform.):
1.Install, maintain, and/or repair Village sewers, water lines, streets, sidewalks, parks,buildings, trees and traffic signs.
a. Make excavation cuts and patch curbs, sidewalks and pavements. Erect and repair street and traffic signs. Remove ice and snow from streets and salt streets.
b. Clean storm and sanitary sewers; install new sewer lines/catch basins.
c. Install, repair, locate and mark water lines, sanitary sewer lines and storm drains as needed.
d. Sweep streets and empty trash barrels in parks, the downtown district and other Village property.
e. Light electrical and plumbing skills needed for street lighting, troubleshooting vehicle and equipment along with water and sewer plumbing for Village-owned buildings.
f. Assist other departments Village Departments as needed.
g. Mow grass and trim trees in parks, cemetery and on roadways. Paint building sand refinish picnic tables; maintain parks and athletic facilities; and other miscellaneous duties specified by the DPW superintendent
2. Operate and maintain variety of light motor vehicles and mechanical equipment.
a. Operate light and heavy trucks to haul materials and equipment to work sites, and to plow snow and spread salt on streets.
b. Operate tractor, back-hoe, Leaf-Vac, wood chipper, and various snow removal equipment.
c. Operate a variety of power tools such as mowers, chain saws, air hammers, sprayers, drills, sanders, grinders, welders or any other equipment used in a machine shop or fabricating shop environment.
d. Assist in the maintenance and light repair of mechanical equipment. Wash, clean ,fuel, lubricate and change oil in vehicles. Change and repair tires. Additional tasks as assigned.
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT - LABORER
An employee in this class, upon appointment, should have the equivalent of the following knowledge, training and experience: (Employee may be expected to perform additional tasks.)
1. Knowledge of the procedures/practices for operating and maintaining assigned vehicles and mechanical equipment.
2.Knowledge of safety procedures/precautions involved in various public works projects and equipment operations.
3. Skilled in operation of assigned vehicles/mechanical equipment and power tools.
4. Required training includes a high school diploma or equivalent.
Ability to obtain a State of Michigan motor vehicle operator’s CDL B-license with Air Brakes within 18 months of employment is required.
5. Ability and willingness to work overtime and be on call as determined by DPW Supervisor and Village Manager.
6. Basic skill level in computer operations.
7. Knowledgeable in operations of “Smart Phones” or other equivalent technology.
RESPONSIBILITIES AND DUTIES - MAINTENANCE
An employee in this position may be called upon to do any or all of the following: (Employee may be expected to perform additional tasks.)
1. All those qualifications listed for DPW Laborer.
2. Knowledge and ability to read equipment instructions and maintenance manuals, drawings, schematics and blueprints.
3. Install and maintain paving markings and striping, traffic signals, and streetlighting.
4. Perform preventative maintain on existing streets and sidewalks.
5. Clean and sweep leaves, debris and litter from paved Village streets to maintain Village’s storm drain system.
6. Knowledge of Village infrastructure to complete MISS DIG requests for storm drains, water and sanitary sewer lines.
7. Knowledge to complete required maintenance on Village buildings and parks and green space, not necessarily to include electrical or heating maintenance.
8. Proficiently operate all assigned equipment and vehicles to perform any job within the capacity of the machine as necessary to accomplish the required project.
9. Perform routine and non-routine tasks without supervision.
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT - MAINTENANCE
An employee in this class, upon appointment, should have the equivalent of the following knowledge, training and experience: (Employee may be expected to perform additional tasks.)
1. All those qualifications listed for DPW Laborer.
2. Ability and willingness to an “on-call” status and respond to an emergency.
3. Willingness to obtain additional licenses and training that may assist the Village as a whole which may include; but not restricted to; water treatment/distribution ,welding, a storm water license, trenching, Confined Space Awareness, building, and the application of fertilizers, insecticides and any other chemicals required to maintain Village’s green space.
WORKING CONDITIONS
1. Duties require frequent and extended periods of outside work, subject to all weather conditions and extremes.
2. Ability to lift, carry and position heavy objects utilizing proper body mechanic sand techniques.
3. Ability to perform basic physical activities such as; walking, climbing, lifting, bending, stooping, laying and item manipulations, in any environment; including climbing in and out of trenches, work long hours in adverse weather conditions and operate heavy construction equipment.
4. Ability to wear all required safety and protective gear and equipment.
