Position Summary
The Human Resources Coordinator provides payroll, benefits, compliance, employee recordkeeping, and HR operations support for the Company. This position is accountable for accurate and timely payroll processing, daily timekeeping control, employee data integrity, benefit and deduction administration, workers' compensation reporting, certified payroll support, commission reporting support, and general HR documentation. The role requires strict confidentiality, precise recordkeeping, timely follow-through, and consistent communication with employees, managers, vendors, benefit administrators, insurance carriers, and executive leadership.

Responsibilities
Payroll & Time Keeping
- Process weekly payroll accurately and timely, including regular wages, overtime, paid time off, approved adjustments, deductions, taxes, garnishments, support orders, direct deposits, and other payroll transactions.
- Maintain employee payroll records, including employee profile data, tax information, deduction elections, direct deposit information, garnishment records, support orders, rate changes, position changes, and other payroll-related updates.
- Maintain supporting payroll spreadsheets, reconciliations, and schedules used to validate hours, rates, deductions, benefits, liabilities, third-party staffing, commissions, prevailing wage, and other payroll items.
- Finalize payroll for processing only after known exceptions, approvals, rate changes, deductions, benefit changes, and timekeeping issues have been reviewed, corrected, documented, or escalated.
- Monitor employee compliance with assigned start times, end times, meal periods, approved schedules, and timekeeping procedures, and escalate repeated noncompliance to management.
- Track paid time off, sick time, attendance patterns, call-offs, schedule deviations, and related employee attendance issues, and provide reports as requested.
- Establish, maintain, and improve audit procedures for validating labor charged to commission-eligible projects, including labor coding, time entries, project assignments, and support for eligible production.
- Validate commission eligibility and commission calculations for qualified individuals based on approved Company commission program terms, supporting documentation, project profitability, payroll records, and management approval.
Prevailing Wage, Public Work, Certified Payroll, and Blended Rate Support
- Support weekly prevailing wage payroll by maintaining required spreadsheets, labor logs, rate classifications, hours, project coding, and supporting documentation.
- Review labor logs for Large Loss, prevailing wage, and public work projects to confirm employee names, dates worked, hours, classifications, rate changes, project assignments, and supporting information are complete and internally consistent.
- Prepare, complete, and file certified payroll reports when required, including submissions through LCP Tracker and filings with the New York State Department of Labor or other applicable agencies.
- Process blended rate payroll calculations when applicable and retain sufficient support for the calculation, approval, and payroll treatment.
Employee Benefits, Deductions, and Leave Administration
- Maintain employee benefit records, benefit deductions, deduction changes, and related payroll setup for medical, dental, vision, disability, retirement, paid time off, and other applicable programs.
- Notify employees when they become eligible for benefit programs, including medical insurance, 401(k), vacation time, sick time, and other Company-sponsored benefits.
- Coordinate benefit enrollment, employee communications, required forms, carrier or administrator submissions, benefit meetings, and benefit-related updates.
- Work with benefit administrators, retirement savings representatives, disability carriers, and related vendors to process enrollments, deduction changes, eligibility updates, terminations, corrections, and employee questions.
- Complete disability reporting and administration requirements, as applicable.
- Ensure approved vacation and sick time are properly recorded in the payroll system and supported by Company records.
Workers Compensation, Safety and Compliance Records
- Coordinate employee injury reporting and ensure all employee injuries are documented through a complete injury report and supporting file.
- Coordinate necessary care, internal communications, carrier reporting, and follow-up documentation for workplace injuries in a timely and organized manner.
- Report workers' compensation injuries to insurance carriers, administrators, and other required parties within applicable timelines.
- Maintain OSHA 300 and OSHA 300A logs and related safety reporting record.
HR Administration, Employee Relations Support, and Policy Compliance
- Serve as a first-line HR resource for employee questions and route matters to the appropriate manager, Controller, Director, Owner, or executive leader when escalation is required.
- Support managers and leadership in addressing personnel concerns, policy questions, attendance issues, timekeeping issues, employee relations matters, documentation needs, and compliance concerns.
- Prepare, maintain, and file disciplinary notices, counseling records, employee communications, policy acknowledgments, corrective action documentation, and related employee records as directed.
- Ensure employee and Company communications involving personnel matters are documented clearly, retained appropriately, and handled with strict confidentiality.
- Assist with interviews, onboarding, employee communications, forms, templates, records scanning, HR mail, correspondence, employment verifications, and other HR administrative tasks.
- Maintain HR process documentation, knowledge resources, forms, checklists, and templates to improve consistency, efficiency, employee service, and management accountability.
Process Improvement and Management Support
· Identify opportunities to improve payroll accuracy, timekeeping compliance, reporting discipline, recordkeeping, employee service, benefit administration, and HR process consistency.
· Prepare HR, payroll, attendance, benefit, workers' compensation, commission, or compliance reports upon request from the Controller, Directors, Owners, or executive leadership.
· Assist with implementation of new HR, payroll, compliance, benefit, reporting, or administrative programs as business needs change.
Skills
- Required Qualifications
- Five or more years of payroll administration or payroll management experience in a business environment.
- Experience supporting complex payroll, including rate changes, deductions, payroll controls, timekeeping review, benefit deductions, employee recordkeeping, and payroll process improvement.
- Experience maintaining confidential employee records and handling sensitive employee, payroll, benefit, and compliance information.
- Strong working knowledge of Microsoft Office, including Outlook, Word, and Excel.
- Strong written and verbal communication skills, including the ability to communicate clearly with employees, managers, vendors, administrators, and leadership.
- Strong organizational skills, accuracy, follow-through, and attention to detail.
- Ability to manage multiple priorities in a fast-paced, team-oriented office environment.
- Ability to learn and use payroll, HR, accounting, timekeeping, benefit, and compliance software systems.
- Excellent communication skills with the ability to handle sensitive information professionally.
- Ability to manage multiple priorities efficiently while maintaining attention to detail.
- Knowledge of employment & labor law, OSHA standards, and regulatory compliance practices.
