About the Role
The Program Specialist will provide group education and one-on-one assistance to Medicare beneficiaries, their families, and caregivers. The position will help individuals understand how to prevent, identify, and report Medicare fraud, billing errors, and abuse.
You will also evaluate program data, resolve complex beneficiary concerns, conduct community outreach, build regional partnerships, and recruit and support volunteers.

- Conduct virtual and in-person presentations about Medicare fraud prevention
- Identify and participate in community outreach events
- Educate Medicare beneficiaries, families, caregivers, and community organizations
- Help develop statewide outreach plans, materials, and campaigns
- Build cooperative relationships with organizations throughout the region
- Visit Area Agencies on Aging to provide consultation and technical assistance
- Review aging-services proposals and provide recommendations
- Help ensure Senior Medicare Patrol information reaches diverse communities
Volunteer Recruitment and Management
- Recruit, onboard, train, and retain an effective regional volunteer workforce
- Support volunteers in identifying appropriate outreach opportunities
- Coordinate volunteer learning opportunities and continuing education
- Monitor volunteer participation and program effectiveness
- Use the Administration for Community Living’s Volunteer Risk and Program Management system
- Promote a representative and community-focused volunteer program
Program Administration and Analysis
- Research and analyze program data, issues, and trends
- Develop recommendations for improving program services
- Review regulations, policies, and procedures for alignment with program objectives
- Recommend legislative, regulatory, or policy changes when appropriate
- Enter outreach, interaction, and complex case information into the program database
- Prepare reports on program activity and effectiveness
- Maintain accurate and timely documentation
- Meet legal, regulatory, and program reporting deadlines
- Manage multiple priorities and assignments
Minimum Qualifications
Qualified candidates must have:
- At least two years of professional human services experience involving research, outreach, social services, or direct client support
- A bachelor’s degree in communications, social work, public health, human services, or a related field
An equivalent combination of relevant education, professional training, and experience may be considered.
Preferred Qualifications
Strong candidates may also have:
- Experience with a statewide human services program
- Previous work as a social worker, outreach specialist, or program specialist
- Experience working with older adults or Medicare beneficiaries
- Knowledge of Medicare, healthcare billing, fraud prevention, or consumer protection
- Experience recruiting, onboarding, training, or managing volunteers
- Knowledge of human services administration and program operations
- Community education or public-speaking experience
- Case-management or complex complaint-resolution experience
- The ability to manage multiple priorities through strong organization and communication

Selected candidates must successfully complete required Senior Medicare Patrol training, including foundations, group outreach, complex interactions, counseling, privacy, and confidentiality training.
Additional position-specific screening, clearances, or training may be required.
