Full Job Description

Director of Human Resources

Location: Erie, PA or Washington, PA
Organization: Voices For Independence (VFI)
Position Type: Full-Time
Reports To: CEO

Voices For Independence (VFI) is seeking a dynamic and strategic Director of Human Resources to lead and elevate human resources initiatives across a 27-county service footprint in Western Pennsylvania.

This executive leadership position may be based in Erie, PA, or Washington, PA, and requires frequent travel, including regular overnight stays between both locations, to support operations and leadership teams throughout the organization.

As the Director of Human Resources, you will provide strategic leadership and operational oversight for all HR functions while helping shape a positive, mission-driven workplace culture. Serving as a trusted advisor to executive leadership, supervisors, and employees, you will lead initiatives that strengthen employee engagement, ensure compliance with employment laws, and support organizational growth across VFI's diverse programs, including significant support for the Personal Assistance Services (PAS) homecare division. Experience in homecare, homehealth, ODP programs/services strongly preferred.

What You'll Do

As the Director of Human Resources, you will provide strategic leadership while overseeing the day-to-day operations of the HR department.

Strategic Leadership

Develop and implement organization-wide human resources strategies aligned with VFI's mission and strategic goals.
Serve as a member of the executive leadership team.
Lead organizational development, workforce planning, and culture initiatives.
Develop HR metrics and workforce analytics to support strategic decision-making.
Prepare and manage the HR department budget.

Talent Acquisition & Workforce Planning

Lead recruitment, hiring, onboarding, and retention efforts.
Develop long-term workforce planning strategies.
Ensure equitable hiring practices and compliance with Equal Employment Opportunity regulations.
Build partnerships with colleges, workforce agencies, and community organizations to strengthen recruitment.

Employee Relations

Foster a positive, respectful, and inclusive workplace culture.
Advise supervisors on employee relations, coaching, conflict resolution, and performance management.
Conduct workplace investigations and recommend appropriate corrective action.
Lead employee engagement and recognition initiatives.

Performance Management & Leadership Development

Oversee the organization's performance evaluation process.
Coach leaders on employee development and performance improvement.
Support succession planning and leadership development.

Compensation, Benefits & HR Operations

Develop and administer compensation programs.
Work alongside the Payroll and Benefits Team for benefits decisions & administration.
Analyze compensation data and recommend salary adjustments.
Improve HR systems, processes, and reporting.
Monitor staffing trends, turnover, absenteeism, and employee engagement.

Compliance & Risk Management

Ensure compliance with federal, state, and local employment laws and regulations, including:

FLSA
FMLA
ADA
Title VII
HIPAA
OSHA
Workers' Compensation
EEOC regulations

Additional responsibilities include maintaining HR policies, overseeing personnel records, and coordinating responses to audits and regulatory reviews.

Training & Development

Provide leadership and oversight to the HR Manager and Training Manager.
Ensure organizational and regulatory training requirements are met.
Coordinate annual staff in-service training.
Support compliance with Pennsylvania Department of Health training requirements for Personal Assistance Services.

Qualifications

Required

Several years of progressive Human Resources leadership experience.
Experience leading an HR department in a fast-paced organization.
Strong knowledge of employment laws and HR best practices.
Excellent communication, leadership, and relationship-building skills.
Strong organizational skills with the ability to manage multiple priorities.
Proficiency with Microsoft Office 365, including Microsoft Teams.
Personal means of transportation with the ability to travel throughout VFI's 27-county service area, including frequent overnight travel between Erie and Washington, Pennsylvania.

Preferred

Personal experience with disabilities
Bachelor's degree in Human Resources, Human Relations, Business Administration, or a related field.
SHRM-CP, SHRM-SCP, PHR, SPHR, or similar HR certification.
Experience in nonprofit organizations, disability services, healthcare, or home care.
Experience with payroll, benefits administration, and Workers' Compensation.
Experience representing employers during unemployment compensation hearings.
Experience supporting employment litigation matters.
Experience with employment-based immigration, including H-1B visas.
Demonstrated success leading organizational change and strategic planning initiatives.
