The mission of the New Mexico Aging and Long-Term Services Department (ALTSD) is to provide accessible, integrated services to older adults, adults with disabilities, and caregivers to assist them in maintaining their independence, dignity, autonomy, health, safety, and economic well-being, thereby empowering them to live on their own terms in their own communities as productively as possible. The ALTSD Human Resources Bureau is an administrative unit that handles recruitment, classification and compensation, labor relations and benefits. The Department has employees that provide services throughout the State of New Mexico. Why does the job exist?
Provide advanced human resource services to employees and management of the Aging and Long-Term Services Department. Process/oversee all personnel transactions to include: hires, promotions, transfers, terminations, on-boarding, reclassifications, compensation/classifications reviews, new employee orientations and training, payroll, time and labor processes. Provide advance level guidance to employees regarding FMLA, FLSA, policies/procedures, rule/regulations and guidelines. Process FMLA/ADA Requests, provide assistance and guidance to employees with FMLA requests and ADA Requests while adhering to FMLA and ADA Policies and procedures.
How does it get done?
Personnel/Position oversight: Provides advance level guidance and recommendations to assigned Division(s) and/or Bureau(s) by reviewing and evaluating documentation for all personnel and position action requests to be processed and completed in People Soft/HCM Recruitment: Process job postings for vacant positions; notify employees, management, other agencies and the public of job vacancies within the Department. Review and certify and prepare lists for the interview process. Work with assigned divisions complete all processes for all hires/ transfers, promotions and terminations.
Management of Evaluations and Training: Assist assigned division(s) with tracking of employee evaluations and required trainings.
Payroll: Provide payroll information to employees and management to assist with rule and policy interpretation. Provide technical assistance to employees and management with regard to entered time, callback/standby, overtime, compensatory time and exceptions in the PeopleSoft HCM module. Audit time entered and approved on the system. Process all payroll requests to include manual warrants one-time deductions and terminal leave payouts etc.
FMLA/ADA: Process FMLA/ADA Requests, provide assistance and guidance to employees with FMLA requests and ADA Requests while adhering to FMLA and ADA Policies and procedures.

Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.
Working Conditions
Work is performed in an office setting with extensive computer and telephone use. Must be able to lift 25 lbs. Statewide travel might be required.
