DESCRIPTION

About the Position

Lane County Technology Services is seeking an experienced GIS Developer & Systems Analyst to help shape the future of enterprise GIS for one of Oregon's largest local governments. This is an opportunity to work on complex, enterprise-scale GIS solutions that support critical county services—from public safety and transportation to land management, elections, and public health.

In this role, you'll design, develop, integrate, and support modern GIS applications and infrastructure while helping guide the evolution of Lane County's enterprise GIS environment. You'll build seamless connections between GIS and enterprise business systems, automate complex workflows, modernize existing applications, and develop innovative solutions that improve how County departments serve our community.

This position is ideal for someone who enjoys solving complex technical challenges, collaborating across disciplines, and continuously improving systems through thoughtful development, design, and automation. Success in this role requires strong software development skills, deep knowledge of ESRI technologies, and the ability to translate business needs into scalable, reliable GIS solutions.

Successful candidates will bring experience with:

Administering and supporting ArcGIS Enterprise, including services, security, upgrades, and performance monitoring.
Developing applications using technologies such as JavaScript, React, Arcade, Python, ArcPy, SQL, .NET, or comparable development frameworks.
Designing integrations between GIS and enterprise business applications.
Managing enterprise geodatabases using SQL Server, PostgreSQL, SDE, and File Geodatabases.
Developing automation, ETL processes, backend services, and scripting solutions.
Creating modern GIS applications, web tools, and process-driven solutions using the ESRI platform.
Supporting enterprise GIS architectures, versioning strategies, and continuous improvement initiatives.

While this is a non-supervisory position, you'll serve as a technical leader by helping shape best practices, mentoring colleagues through collaboration, and driving innovation across Lane County's growing GIS ecosystem.

Schedule: Monday - Friday; 8:00am - 5:00pm

QUALIFICATIONS

Training:

Bachelor's degree in a field related to area of assignment; and sufficient experience as necessitated by the competency level of the position.

Experience:

Advanced Level: 5-8 years of progressively responsible professional experience in area of assignment.
Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Preferred Certifications:

ESRI technical certification is preferred.

Preferred Qualifications:

Demonstrated ability to analyze, refactor, and modernize legacy codebases while ensuring continuity of operations and improved system performance.
Deep experience troubleshooting application and system logs, conducting root cause analysis, and resolving complex performance and scalability issues.
Proven ability to communicate effectively with technical and non-technical stakeholders, including delivering clear technical guidance and documentation.

Special Requirements:

As a condition of employment, this position requires a criminal background investigation, including fingerprints, and a security clearance as required by State and Federal regulatory requirements.
This position requires the ability to obtain and maintain the security clearance required for the assignment. Due to federal security requirements, U.S. citizenship is required.
An Oregon driver license is required at time of appointment.

Health insurance coverage becomes effective the first of the month following your first 30-days as an eligible employee.

Medical/Rx/Vision - Lane County offers medical, prescription and vision exam coverage for you and your eligible dependents. The plan options and costs per month for 2026 are outlined below:

If you enroll in the HDHP the County will contribute to your HSA:

For eligible members of unions LCPOA, 626, Admin Pro, and AFSCME Physicians $1,700 for individual coverage and $3,400 for family coverage.

For eligible members of unions AFSCME General, AFSCME Nurses, FOPPO, PAA, and non-represented employees $1,600 for individual coverage and $3,200 for family coverage. Those who complete the requirements to receive the Live Well Credit by November 30, 2026, will receive an additional contribution of $400 individual or $800 family, funded in 2027.

These amounts are prorated based on date of hire.

All eligible employees who complete a Health History Risk Assessment (HHRA), Biometric Screening, and Comprehensive Health Review (CHR) at the Live Well Center receive a $20 per month credit.

Wellness Clinic - The Live Well Center is for Lane County benefits-eligible employees, spouses and dependents (ages 2 and up) who are enrolled in the Lane County health plan. Marathon Health manages the Live Well Center and their clinical team provides confidential, affordable care for your acute and preventive healthcare needs. The Live Well Center also provides health coaching, chronic disease counseling, comprehensive primary care services, and much more.

Dental - Lane County provides dental coverage for employees and their eligible dependents.

Employee Assistance Program (EAP) - Lane County provides this counseling and concierge service to employees and members of their immediate households.
